Governance Explanations

Form 990, Part VI, Section A, line 6

Membership is open to women age twenty-one years or older, and membership shall not be denied on the basis of race, color, religion, or national origin. Members perform service and participate in community affairs. Membership has several categories such as first-year, second through sixth year, seventh year and beyond, nonresident, and honorary life membership.

Members in good standing have the privilege of voting on certain HJF matters, running for or being appointed to an elected or appointed office.

The bylaws specify transactions and actions that may be taken by the Executive Committee (elected Officers + Parliamentarian) and the Board of Directors (EC + Standing Committee Chairmen, Council Chairs & Houston Junior Forum Endowment Fund President). Additionally, the bylaws provide for any actions taken by the Executive Committee that must be approved by the BOD and/or the General Membership and for any actions taken by the BOD that must be approved by the General Membership.

All Officers and directors are subject to the conflict of interest policy. The policy must be signed annually. HJF requires all contracts and financial transactions to be signed and reviewed by the President. The Treasurer as well as the Executive Committee review contracts and significant financial transactions. As part of their reviews these Officers determine whether any conflicts of interest exist. Any conflicts of interest must be disclosed to the Executive Committee and, where appropriate, to the membership at large.

IRS990/Desc0HJF College Scholarship Program: Houston Junior Forum, Inc. established its college scholarship program in March 1976, benefiting the best-qualified high school graduates who attended pre-school at the HJF Community Houston Preschool. The preschool closed in May of 2009, however, HJF continues to grant college scholarships to graduating former HJF preschool students. Qualified students receive grants up to $3,000 for each academic year to use towards tuition, books, clothing, or living expenses. Continued on Schedule O HJF College Scholarship program members maintain contact with each recipient throughout the year. Since its inception, the program has awarded more than $990,000 to students. For the 2023-2024 academic year, 20 students received scholarships. The program also annually distributes supplies, study snacks and gift cards totaling approximately $2,500 per year to provide incentives for scholarship recipients during exam periods, to recognize exceptional performance, and upon graduation.
