St. Francis community services empowers low-income individuals and families, including immigrants, by providing educational opportunities, holistic services, and legal aid to create a lasting impact on their lives and our communities.

The organization pays a management and bookkeeping fee to the archdiocese of st. Louis. Additionally, a management fee is paid to the st. Louis archdiocesan fund (slaf) for the management of the organization's investments.

Catholic charities of the archdiocese of st. Louis is the member of st. Francis community services corporation (sfcs) and holds certain reserved powers, as stated in the sfcs bylaws. The archbishop of st. Louis is a member of catholic charities of the archdiocese of st. Louis, and thus a member of the member of sfcs.

As a member with reserved powers over catholic charities of the archdiocese of st. Louis, by which the archbishop of st. Louis also has reserved powers over the organization, the archbishop of st. Louis has the authority to appoint up to 50% of the board of directors and to approve all candidates to the board of directors of the organization.

As they are members with reserved powers, the bylaws reserve certain powers to the member (catholic charities of the archdiocese of st. Louis) and the "member of the member" (archbishop of st. Louis). Additionally, the audit committee of the archdiocese of st. Louis is responsible for the selection of the independent auditor for all archdiocesan entities.

The form 990 is prepared by an independent accounting firm. The return is reviewed by management and any necessary revisions are made. A copy of the form 990 is sent to the members of the governing board prior to filing of the tax return.

When board members are recruited, they sign a disclosure form as part of the application process. Those approved for membership subsequently attend an orientation, during which the conflict of interest policy is explained in depth. In years thereafter, board members annually review the conflict of interest policy and sign a new disclosure form. Any disclosure requires follow-up to ensure that no conflict of interest actually exists or that steps are taken to resolve the conflict. No board member is allowed to continue his/her service if a conflict is unresolved. Key staff each year sign a disclosure form and go through the same review process.

The board reviews the performance and compensation of the executive director annually. In the past, catholic charities of the archdiocese of st. Louis has provided a compensation analysis, which is used by the board in its review of the executive director, and upon termination when a new search is being conducted for the position.

Governing documents, conflict of interest policies, and financial statements are available by written request to the executive director. Sfcs also provides these documents to funders as part of application and contracting processes; some are shared, by written request, to the public via these entities. The individual agencies that comprise the archdiocese are listed in the official catholic directory and, therefore, are tax-exempt public charities under section 501(c)(3) and section 509(a) of the internal revenue code, except for holy infant & st. Joseph associates, lp, rosati apartments, lp and st. John neumann associates, lp. Holy infant & st. Joseph associates, lp, rosati apartments, lp and st. John neumann associates, lp, are partnerships established as passthrough entities for tax purposes. As such, the archdiocese can only be taxed on income from any activities unrelated to their charitable purpose. At june 30, 2024 and 2023, the archdiocese had not identified any such revenue; therefore, no tax expense has been recorded. The archdiocese does not have any uncertain tax positions.

RESULTS WERE POSITIVE: FOR EXAMPLE, 100% OF IMMIGRANTS WHO APPLIED FOR WORK PERMITS WERE APPROVED AND 96% OF FAMILIES PETITIONING FOR GUARDIANSHIP WERE SUCCESSFUL. ELIGIBLE CLIENTS MUST HAVE AN ANNUAL INCOME OF 150% OF THE FEDERAL POVERTY LEVEL OR LESS. THE SAINT LOUIS UNIVERSITY SCHOOL OF LAW DONATES OFFICE SPACE, COMPUTERS AND SUPPLIES TO CLAM, WHILE LAW SCHOOL STUDENTS SERVE AS INTERNS. THIS ONGOING PARTNERSHIP ALLOWS CLAM TO KEEP OVERHEAD EXPENSES AT A MINIMUM. ADDITIONALLY, VOLUNTEER ATTORNEYS ANNUALLY CONTRIBUTE SERVICES VALUED AT MORE THAN $300,000. IN FY24, THESE PRO-BONO ATTORNEYS HANDLED 98 GUARDIANSHIP CASES, FOR EXAMPLE.

DURING THE YEAR, 82% OF CHILDREN IN TUTORING ADVANCED IN READING; 92% OF ADULTS IN COUNSELING INITIATED AND SUSTAINED HEALTHY BEHAVIORS; AND 84% OF ELDERS FOLLOWED MEDICATION INSTRUCTIONS.

THIS IS ACHIEVED THROUGH LONG-TERM (2 TO 3 YEARS) PERSONALIZED CASE MANAGEMENT, LEGAL AID, FINANCIAL EDUCATION, EMPLOYMENT GUIDANCE AND ACCESS TO SERVICES FROM OTHER CCSTL MINISTRIES AND COMMUNITY PARTNERS. IN FISCAL YEAR 2024, PATHWAYS' TWO OFFICES SERVED ST. LOUIS CITY (NORTH AND SOUTH) AND NORTH ST. LOUIS COUNTY. SEVENTY FAMILIES PARTICIPATED IN THE PROGRAM DURING THE YEAR. FIFTEEN OF THESE FAMILIES WERE PREPARING TO GRADUATE, JOINING THE 48 ALUMNAE WHO SUCCESSFULLY COMPLETED THE PROGRAM IN THE PAST. SINCE ITS INCEPTION IN 2016, PATHWAYS TO PROGRESS HAS SERVED 173 FAMILIES WITH 466 CHILDREN.
