Providing affordable, service-enriched housing

Merced Housing Texas mission is to create and strengthen healthy communities by providing quality, affordable housing with supportive services for individuals, families, and older adults living in low-income households. Merced offers three core programs: multifamily affordable housing, critical home repairs, and residents services. Merced serves individuals who make at/below 80% Area Median Income (AMI). Most individuals we assist have incomes between 30-60% AMI.

Property management is delegated to third party professional property managementcompanies. All third party property management employee salaries and benefits arepaid by the property management company directly to property management companyemployees.

An interested person must disclose the existence of a financial interest and begiven the opportunity to disclose all material facts to the directors and membersof the committees with the governing board delegated powers considering the proposedtransaction or arrangement. A discussion and vote is performed by the remaininggoverning board or committee members.if appropriate, a disinterested person or committee is appointed to investigatealternatives to the proposed transaction or arrangement. After exercising duediligence, the governing board or committee shall determine whether a moreadvantageous transaction or arrangement exists from a person or entity that wouldnot give rise to a conflict or interest. If one is not reasonably possible, thegoverning board or committee shall determine by majority vote if the transaction orarrangement is in merced's best interest, for its own benefit, and whether it isfair and reasonable.

The personnel committee of the board of directors of merced housing texas review, onan annual basis, the responsibilities, performance, and compensation of theorganization's president. This review process happens in conjunction with the finance committee's review and approval of the organization's annual budget and isdocumented by the chair of the personnel committee. Merced housing texasparticipates, on an ongoing basis, in not-for-profit organization wage and benefitssurveys to compare the organization's pay structure with that of other similarnot-for-profit organizations.

Merced is a not-for-profit corporation under the provisions of section 501(c)(3) of the internal revenue code and is exempt from federal incomes taxes. Merced did not have any unrelated business income during 2021 or 2022. Current accounting standards require that entities recognize any uncertain tax position that is more-likely-than-not to be sustained upon examination. Management of merced believes it has no material uncertain tax positions. Accordingly, no provision or benefit for income taxes have been recorded in the financial statements.

IRS990/ProgSrvcAccomActy2Grp/Desc0Owner Occupied Repair Program: Since 2002, Merced has provided critical health and safety repairs for homeowners living on low incomes whose homes have deteriorated to where the home is no longer a safe or healthy living environment. To date, Merced has helped over 781 older adult homeowners or homeowners living with disabilities safely age in place through health, safety, and ADA-accessible related home repairs. The age of homes repaired by OORP ranges from 21% built pre-1950s and 58% built from 1960-1980s. Many older homes have electrical and plumbing concerns, poor/no insulation, foundation issues, and lead-based paint. Costs to repair range from $5,700 (plumbing) to $14,000 (electrical). The average repair costs range from $15,000 to $25,000/house. From initial home assessment to construction completion, the average time is 6-12 month for San Antonio homes and 4-6 months for homes within Bexar County.

Our Resident Services team helps residents living in Merceds affordable housing communities to address basic needs as well as personal pursuits of good health, education, and financial stability. Through the Resident Services program, Merced provides educational resources and activities focused to support housing stability and prevent unplanned moves or eviction. The Social Determinants of Health inform our key areas of focus and intentionality to provide safety, security, and stability for residents. These key areas are financial stability, community engagement, health/wellness, enrichment/education, and food security. The overall goals and objectives for Resident Services are greater housing and financial stability; better physical health; and improved mental, financial, and social wellness. Last year, Merced Resident Services connected thousands of vital local community resources to residents.
