Additional Explanations

Part III, Line 3

Planned and executed two-day seminar to discuss key gulf intracoastal waterway navigation safety issues for over 200 attendees. Participants included senior u.s. Coast guard and u.s. Army corps of engineers (usace) leadership including all (6) u.s. Coast guard captains of the port, all three (3) usace district commanders, noaa, la-dotd, tx-dot and numerous other state and local agencies as well as gica membership. Agenda and attendee list available upon request.

Part III, Line 3

Led marine industry response to multiple hurricanes impacting the gulf coast including francine, beryl and helene. Acted as primary inland towing industry representative in accordance with the post-katrina memorandum of understandign (mou) established and signed by the usace, uscg, awo, gica and rietf to facilitate future storm preparation, response and recovery operations. Led annual joint hurricane team meeting in may 2024 with all signatory agencies and the marine industry in preparation for the 2024 hurricane season.

Coordinated communication with uscg after thorough regarding moveable bridges in the state of louisiana impacting navigation and hurricane response and recovery operations. Drafted detailed letter to uscg eighth district commander, radm barata, to formally document findings and concerns. Copy furnished upon request.

Led marine industry efforts to highlight need for additional dredge funding to support maritime transportation on atchafalaya river. Spearheaded coordination with usace nola district and usace mississippi valley division (mvd) including direct communication with major general peeples, mvd commander. Efforts resulted in funding authorization to maintain channel along atchafalaya river into 2025.

Part III, Line 3

Coordinated assessment of proposed biofuel dock placement on the port allen morgan city alternate route in 2023 and clearly articulated navigation safety concerns with initial proposal. In 2024 successfully coordinated alternative dock layout/arrangement with applicant, balancing the need for port expansion and continued safe navigation along one of the giww's busiest channels.
