The conflict of interest policy requires officers, directors and employees to disclose interests that could give rise to conflicts. Potential conflicts of interest are reviewed by the Board of Directors.

Form 990, Part VI, Section B, Line 15A

The Board of Directors reviews and approves the Executive Director's annual salary, with no participation by the Executive Director or other interested persons. The Executive Director's salary is established using comparable data for similarly qualified persons in funtionally comparable positions at similar nonprofits; consideration of roles and responsibilities of the Executive Director; and cost of living data. Comparable market data is obtained from salary surveys and Form 990s filed by comparable not-for-profit organizations. Discussions and decisions regarding the compensaqtion are documented in Board meeting minutes. The Executive Director also receives reimbursements for routine, reasonable, and documented expenses incurred during the year under an accountable plan. The Executive Director travels throughout our service area. The Organization has a travel policy that caps reimbursement levels and requires low-budget travel.

A line item budget is approved by the Board of Directors annually. The Board approves the overall salaries and benefits expenses. Discussions and decisions regarding the budget are documented in Board meeting minutes. The Executive Director reviews and approves the salaries of other officers or key employees, with no participation by the interested persons, in accordance with the annual budget approved by the Board. The Executive Director establishes salaries using comparable data for similarlyqualified persons in functionally comparable positions at similar nonprofits; consideration of roles and responsibilities of the officer or key employee; and cost of living data. IRS990/Desc0Community Outreach & Education Family Crisis Services (FCS) develops and delivers comprehensive training and education to volunteers, community and civic organizations, schools, faith communities, first responders, and other interested groups. Our presentations cover the free and confidential services FCS provides, as well as critical topics including the dynamics of dating and domestic violence, characteristics of healthy relationships, sexual assault, consent, sexual harassment, bystander intervention, appropriate boundaries, and secondary trauma for service providers. In 2024, FCS conducted 15 community education presentations with 254 attendees, and 45 youth education presentations with 789 attendees. FCS serves a region that includes 13 correctional facilities. We provide specialized community advocacy for incarcerated survivors of sexual assault and offer training to law enforcement and correctional officers in accordance with the Prison Rape Elimination Act (PREA). Through community tabling events, FCS advocates connect directly with the public, providing accessible information about our services and resources related to domestic and dating violence, sexual assault, and consent education. In 2024, FCS participated in 44 tabling awareness and tabling events. Outreach Advocacy/Non-Residential Services Family Crisis Services maintains outreach office hours Monday through Friday, 8:00 a.m. to 5:00 p.m., ensuring accessible services throughout our rural service area. Our highly trained staff provide compassionate, survivor-centered support tailored to each individual's unique circumstances and needs. Core Services Include: 24-Hour Crisis Hotline Immediate support and intervention available any time, day or night. Mobile Advocacy Services Staff travel to rural and remote areas of our service region, bringing critical services directly to survivors who face transportation barriers or geographic isolation Individualized Safety Planning Collaborative development of personalized strategies to enhance safety for survivors and their children Crisis Intervention Immediate emotional support and practical assistance during acute crisis situations Personal and Legal Advocacy Guidance and support in navigating systems, asserting rights, and accessing resources Legal Documentation Assistance Help with protection order paperwork, divorce filings, and allocation of parental responsibilities Support Groups Group sessions providing education, connection, validation, and shared healing Individual Counseling One-on-one therapeutic support to process trauma and build resilience Court and Medical Accompaniment Advocates accompany survivors to legal proceedings and medical appointments, providing emotional support and helping navigate complex systems Community Resource Referrals Connections to housing assistance, employment services, childcare, legal aid, and other essential community resources All services are free, confidential, and designed to empower survivors while honoring their autonomy and decision-making throughout their healing journey. In 2024, FCS responded to 1, 109 hotline calls, and provided services to 277 victims (177 adults and 100 children). Of these, 219 were victims of domestic violence, 2 victims of child physical abuse, 33 victims of adult sexual assault, 4 adult victims of child sexual abuse, 16 victims of child sexual assasult, 1 victim of sex trafficking, and 2 victims of stalking.

IRS990/ProgSrvcAccomActy2Grp/Desc0Safehouse and Housing Assistance In 2003, Family Crisis Services completed construction of its current safehouse facility, creating a dedicated space to provide life-saving emergency shelter for victims of domestic violence and their children. This purpose-built facility has served as a critical refuge for families fleeing dangerous situations, offering them a safe haven during their most vulnerable moments. Over the past two decades, the safehouse has remained a cornerstone of FCS's mission to protect and support survivors. In 2024 alone, Family Crisis Services provided 1,394 nights of safe shelter, representing hundreds of individualsincluding both adult victims and their childrenwho found temporary respite from violence and abuse. Each night of shelter represents not just a bed and a roof, but a crucial opportunity for families to begin healing, access supportive services, and plan for a safer future free from violence. Building on this capacity, Family Crisis Services now provides critical housing assistance to help survivors secure safe and stable living environments through deposit and rental assistance programs. Now in its second year, this specialized support addresses one of the most significant barriers survivors face when leaving abusive situationsthe financial resources needed to establish independent housing. Our housing assistance program is distinctly tailored to meet the unique needs of domestic violence and sexual assault survivors, complementing but differing from traditional homeless prevention programs offered by community partners. While general housing assistance serves a broad population, FCS funds are specifically designated for survivors navigating the complex challenges of leaving violent relationships, including the need for confidentiality, rapid relocation, and heightened safety concerns. This program represents a vital component of our comprehensive services, as domestic violence remains the leading cause of homelessness for women and children. By removing financial barriers to safe housing, we empower survivors to break free from abusive situations and begin rebuilding their lives with dignity and security. Access to stable housing provides not only physical safety but also the foundation necessary for healing, economic independence, and long-term stability.
