Form 990, Part VI, Section B, Line 11B

990 review process description of the 990 board of directors review process- idra's annual form 990 undergoes a number of internal and external reviews. The return is prepared by the organization's business office manager. In preparing this return, the business manager relies on the organization's audited financial statements, which are prepared by the independent outside auditors. The return is then reviewed by an independent public accounting firm and the organization's president. The final version of the form 990 is provided to each member of the board of directors for review and discussion before it is filed with the irs.

Form 990, Part VI, Section B, Line 12C

Description of conflict of interest policy methods of monitoring & enforcement of compliance. Idra has an established conflict of interest policy that is applicable to all officers, directors, and employees. The organization implements, monitors, and enforces the policy through annual disclosure, whistle-blower and other periodic reporting processes. Officers, directors and senior managers must report annually any existing family or business relationships with idra, other employees and certain third-parties, including significant vendors, contractors, or others with material business or financial relationships with the organization. Each year, all officers, directors, and employees must acknowledge in writing that they have read and agree to comply with idra's conflict of interest policy. Conflict of interest disclosure forms are completed by board members and all staff and kept as organizational records by the executive assistant and available annually for review by the independent auditor and the full board. Management and the board of directors have established mechanisms to operate, monitor and enforce the policy to ensure that no officer, director or employee with decision-making capacity can participate in deliberations or decisions involving matters in which conflicts are found to exist. In all cases these matters are subject to review, appeal and final decision by the full board of directors.

Form 990, Part VI, Section B, Line 15A

Compensation determination process for determining compensation of the organization's president and key employees. In determining the compensation of its president, idra considers comparability data gathered from form 990 of comparable organizations along with compensation studies conducted by independent third-party compensation consultants. Final reviews, deliberations, and determination are contemporaneously documented and are made by all independent voting members of the board of directors. This process was last undertaken for the president in 2022.

Governing documents availability process for making idra's governing documents, conflict of interest policy and financial statements available to the public. Conflict of interest disclosure forms are kept as organizational records by the executive assistant and available annually for review by the independent auditor and the full board. Reenergize - in this program, idra is working in partnership with edgewood isd, southwest isd, and the college of education and human development at the university of texas at san antonio to combine expertise in preparing principals in an unprecedented way to support high poverty, low performing schools to improve achievement of students, edgewood isd and southwest isd in the westside of san antonio will build and strengthen the leadership teams to begin a new era of change marked by systemic, structural and instructional transformations. Mpi - the mpi program is a coalition building, organizing and leadership engagement initiative. Idra worked with texas legislative education equity coalition (tleec) and other allied partners to support english learner children through data driven benchmarks. The goal of the coalition is to work with partners to help educate, advocate and ultimately enact data driven policies to help english learners (els) and families succeed. Seen - the southern education equity network is funded by the hewlett foundation with four main goals in texas and georgia. The program seeks to 1) develop a virtual network to support education advocates; 2) expand culturally sustaining teaching that accurately portrays the contributions of all communities; 3) eliminate discipline and policing practices that adversely impact students of color; 4) connect advocates with state-level policy fellows. The program seeks to accomplish these goals by leveraging new education cafes across texas and georgia, a virtual network connecting families and advocates across the region, and by creating a network of trained advocates of color that will continue to work on education advocacy issues across the region. Epf - the education policy fellows program funded by the kresge foundation, is a program to build capacity and sustainability for a fellowship program for early and mid-career professionals to engage in state-level advocacy concerning issues of race, equity, and diversity in college pathways. Communities most impacted by education policies and racial injustice must be a meaningful part of decision making processes, and the fellowship program seeks to address a stark lack of representation of those communities in those processes. Yln - the youth leadership now program is a federal funded program that partners with education service center (esc), region 19, in the el paso, texas area to implement the program in 12 schools in texas and new mexico. Yln is an in-school program where eighth grade "high need" students tutor kindergarten and first grade students. The project integrates idra's intergenerational family leadership in education model, education cafe, to engage families and yln tutors in action equity projects. Stp - the student power grant funded by the action now initiative, llc, is a grant intended to support idra's education and issue activities relating to juvenile legal fees in texas, this grant supports activities such as idra's youth advisory board. This board consist of youth members that inform idra's work in this and other areas. Gra - with initial support from the william and flora hewlett foundation, idra created and expanded the southern education equity network (seen) in the u.s. South especially in texas and georgia. Idra diversified the education advocacy field in both texas and georgia by recruiting, training, and mentoring education policy fellows in both states. This grant provided general operating support to continue building the capacity of advocates in texas and georgia. Creo - though the creo project, and with collaboration with the educate texas fund of communities foundation of texas, idra provides technical assistance/training sessions on community advocacy development to support advocacy through engagement in the local, regional and/or state, regional and/or state decision-making processes, with a focus on the rio grande valley (rgv). Accounting principles generally accepted in the united states of america require management to evaluate tax positions taken by the association and recognize a tax liability (or asset) if the association has taken an uncertain position that could be challenged by the internal revenue service. The board and management have analyzed the tax positions taken by the association and have concluded that as of august 31, 2022, there are no uncertain positions taken or expected to be taken that would require recognition of a liability (or asset) or disclosure in the financial statements. The association may be subject to routine audits by taxing jurisdictions. As of august 31, 2022, the tax years that remain subject to examination by taxing authorities begin with august 31, 2019.

IRS990/Desc0THE REGION II IDRA EAC-SOUTH IS A FEDERALLY FUNDED PROGRAM THAT IDRA OPERATES TO DEVELOP LOCAL CAPACITY AMONG THE APPROXIMATELY 2,329 SCHOOL DISTRICTS AND 28,628 SCHOOLS IN THE REGION AND TO DESEGREGATE SCHOOLS IN THE AREA OF RACE, NATIONAL ORIGIN, GENDER AND RELIGION. THE PROGRAM IMPLEMENTS A COHERENT, RESEARCH BASED TECHNICAL ASSISTANCE AND TRAINING PLAN IN REGION II THROUGH STRATEGIC APPROACHES, SERVICE DELIVERY, AND WEB-BASED AND ON-SITE APPROACHES. FOR EXAMPLE, THE DEVELOPMENT FUND FACILITATES THE EXTERNAL DISSEMINATION OF KNOWLEDGE ABOUT BEST TEACHING PRACTICES IN CLASSROOMS WITH DIVERSE STUDENTS, THE CREATION OF MATERIALS THAT SPECIFICALLY ADDRESS THE NEEDS OF TRADITIONALLY UNDERSERVED STUDENTS, AND RESEARCH ON SCHOOL FINANCE AND OTHER INDICATORS TIED TO THE QUALITY OF EDUCATION THAT ALL STUDENTS RECEIVE. THE EDUCATIONAL SERVICES THIS FUND SUPPORTS HAVE A DIRECT IMPACT ON FAMILIES AND EDUCATORS. IN 2022, IDRA, THROUGH THE DEVELOPMENT FUND, DIRECTLY SERVED 4,936 STUDENTS, PARENTS, TEACHERS, OR SCHOOL ADMINISTRATORS.
