Ccaosca does have members that provide financial support in the form of annual membership dues.

At the annual meeting of the membership, held every february, members are asked to vote for board members that are nominated by the members, the local port authority and local city government.

The board of directors submits the annual budget, price list, and membership dues assessments to the members for their approval at the annual meeting of the membership held every year in february

One officer from the board of directors will typically review the form 990 before it is submitted. After review, the officer will sign the form for filing with the irs. All board of directors are e-mailed a copy of the document before it is filed for their review and records. The document is always readily available in the ccaosca office for review or inspection. The 2021 form was provided to all board members. Anyone requesting to review our form 990 is welcome to do so upon request.

Form 990, Part VI, Section C, Line 19

On a monthly basis, board of directors meetings are held at which time a financial report for the previous month is presented to the board. Minutes are kept of every meeting, recorded, reviewed, and signed by an officer of the organization. Every month the financial report and minutes of the previous board of directors meeting are mailed to every member of the organization as well as being sent to intersted parties, including the city of corpus christi, texas general land office, and united states coast guard. All governing documents can, and will, be made available to anyone that would ask to see them. At this time there is no written conflict of interest policy. During 2021, due to covid-19, we did vary from our standard procedures with meetings held virtually and some meetings not held at all.

Form 990, Part I, Line 1

The corpus christi area oil spill control association provides 24-hr, 365 days per year, oil spill response, cleanup, and equipment to aransas, nueces and san patricio counties. The association also aided in the advancement of knowledge of oil spill control, cleanup, and related technologies by presenting classes and lectures in conjunction with texas a&m university-corpus christi, the texas general land office, united states coast guard, refinery terminal fire company, and various private organizations. The association also aided the dissemination of information regarding oil spills, spill cleanup technoligies, spill cleanup equipment and related technologies, and state and federal regulations to the community and maintains a small library of spill related literature including information on the oil spill liability trust fund and the coastal protection fund. The association was supported by 33 members in 2021 and responded to 6 oil spills involving members and non-members of the association. Spills and drills were responded to in corpus christi bay and aransas bay as well as the corpus christi ship channel. The association also provided oil spill equipment to members and non-members for standby during operations where the potential for an oil spill existed and the environment was considered sensitive or needed additional protection. The association has also pre-staged oil cleanup equipment at various locations in the ship channel and the corpus christi bay system. Booms have been pre-staged at oil dock 11, oil dock 5, citgo dock 3, bulk materials dock 2, the kirby marine terminal and at the ccaosca dock in the inner harbor of the port of corpus christi. Additional booms are pre-staged at ingleside, texas at the flint hills resources dock and at the midstream texas operating dock. Additional resources are pre-staged at the west end of the la quinta channel at the gulf coast growth ventures dock. In typical years, ccaosca also assists the texas general land office initiative to recover unwanted boats before they become derelic vessels in our local waterways. With "stay at home" measures in place, these events did not happen in 2021, but we stand ready to support the efforts in 2022 when they are scheduled.

ORGANIZATION ALSO SUPPORTS UNITED STATES COAST GUARD TRAINING THROUGH THE USE OF OUR FACILITY AND EQUIPMENT FOR THEIR ANNUAL ACADEMY TRAINING. FOR 2021 OUR SUPPORT WAS CURTAILED DUE TO THE CORONAVIRUS "STAY AT HOME ORDERS AND DUE TO HEALTH AND SAFETY CONCERNS.

THE ASSOCIATION ALSO AIDED IN THE ADVANCEMENT OF KNOWLEDGE OF OIL SPILL CONTROL, CLEANUP, AND RELATED TECHNOLOGIES BY PRESENTING CLASSES AND LECTURES IN CONJUNCTION WITH TEXAS A&M UNIVERSITY-CORPUS CHRISTI, THE TEXAS GENERAL LAND OFFICE, UNITED STATES COAST GUARD, REFINERY TERMINAL FIRE COMPANY, AND VARIOUS PRIVATE ORGANIZATIONS. THE ASSOCIATION ALSO AIDED THE DISSEMINATION OF INFORMATION REGARDING OIL SPILLS, SPILL CLEANUP TECHNOLIGIES, SPILL CLEANUP EQUIPMENT AND RELATED TECHNOLOGIES, AND STATE AND FEDERAL REGULATIONS TO THE COMMUNITY AND MAINTAINS A SMALL LIBRARY OF SPILL RELATED LITERATURE INCLUDING INFORMATION ON THE OIL SPILL LIABILITY TRUST FUND AND THE COASTAL PROTECTION FUND. THE ASSOCIATION WAS SUPPORTED BY 33 MEMBERS IN 2021 AND RESPONDED TO 6 OIL SPILLS INVOLVING MEMBERS AND NON-MEMBERS OF THE ASSOCIATION. SPILLS AND DRILLS WERE RESPONDED TO IN CORPUS CHRISTI BAY AND ARANSAS BAY AS WELL AS THE CORPUS CHRISTI SHIP CHANNEL. THE ASSOCIATION ALSO PROVIDED OIL SPILL EQUIPMENT TO MEMBERS AND NON-MEMBERS FOR STANDBY DURING OPERATIONS WHERE THE POTENTIAL FOR AN OIL SPILL EXISTED AND THE ENVIRONMENT WAS CONSIDERED SENSITIVE OR NEEDED ADDITIONAL PROTECTION. THE ASSOCIATION HAS ALSO PRE-STAGED OIL CLEANUP EQUIPMENT AT VARIOUS LOCATIONS IN THE SHIP CHANNEL AND THE CORPUS CHRISTI BAY SYSTEM. BOOMS HAVE BEEN PRE-STAGED AT OIL DOCK 11, OIL DOCK 5, CITGO DOCK 3, BULK MATERIALS DOCK 2, THE KIRBY MARINE TERMINAL AND AT THE CCAOSCA DOCK IN THE INNER HARBOR OF THE PORT OF CORPUS CHRISTI. ADDITIONAL BOOMS ARE PRE-STAGED AT INGLESIDE, TEXAS AT THE FLINT HILLS RESOURCES DOCK AND AT THE MIDSTREAM TEXAS OPERATING DOCK. ADDITIONAL RESOURCES ARE PRE-STAGED AT THE WEST END OF THE LA QUINTA CHANNEL AT THE GULF COAST GROWTH VENTURES DOCK. IN TYPICAL YEARS, CCAOSCA ALSO ASSISTS THE TEXAS GENERAL LAND OFFICE INITIATIVE TO RECOVER UNWANTED BOATS BEFORE THEY BECOME DERELIC VESSELS IN OUR LOCAL WATERWAYS. WITH "STAY AT HOME" MEASURES IN PLACE, THESE EVENTS DID NOT HAPPEN IN 2021, BUT WE STAND READY TO SUPPORT THE EFFORTS IN 2022 WHEN THEY ARE SCHEDULED.
