Mission

To administer the programs for the texas department of community affaris and other appropriate agencies in the counties of brewster, culberson, hudspeth, jeff davis, presidio, pecos, crane, and terrell texas. To work with the three significant groups in the communities; the poor, public, and private sectors to plan programs that will enable low-income persons of all ages, the ability to attain the skills, knowledge, and motivation to secure the opportunities needed for them to become self-sufficient.to make the entire area more responsive to the needs and interests of the poor by the mobilization of available resources and bringing about greater knowledge of the availability of assistance provided by this agency. Plan and develop priorities that will be the most effective and efficient for the area served.

To serve the economically disadvantaged persons in 8 west texas counties.

The organization revised its bylaws. Significant changes include the following: (1) added supermajority votes for disposition of property/assets or changing quorum requirements to greater than a majority. (2)added 'professional manager' clause - protects board/agency liability because it specifically gives ed the responsibility to hire and fire all other staff. (3) - added that executive committee can act on behalf of the board but must report to the board at the next meeting and document in the board minutes. (4) secretary/treasurer - defined/expanded duties. (5) redefined rules for removal of members. (6) compensation - defined as no compensation for board duties, but reimbursement allowed. (7) added terms - add up to 9 years (used to be 10), forces the board to consider the member's participation every 3 years, gives the board a way to "excuse" a board member if they are not performing, etc. (8) chairperson - defined as the only spokesperson for bbcac (besides the ed) unless they or the full board designates someone else - this is a legally protective measure so that board members don't feel free to represent bbcac without checking that what they are sharing is actually the board's position.

(3) - ADDED THAT EXECUTIVE COMMITTEE CAN ACT ON BEHALF OF THE BOARD BUT MUST REPORT TO THE BOARD AT THE NEXT MEETING AND DOCUMENT IN THE BOARD MINUTES. (4) SECRETARY/TREASURER - DEFINED/EXPANDED DUTIES. (5) REDEFINED RULES FOR REMOVAL OF MEMBERS. (6) COMPENSATION - DEFINED AS NO COMPENSATION FOR BOARD DUTIES, BUT REIMBURSEMENT ALLOWED. (7) ADDED TERMS - ADD UP TO 9 YEARS (USED TO BE 10), FORCES THE BOARD TO CONSIDER THE MEMBER'S PARTICIPATION EVERY 3 YEARS, GIVES THE BOARD A WAY TO "EXCUSE" A BOARD MEMBER IF THEY ARE NOT PERFORMING, ETC. (8) CHAIRPERSON - DEFINED AS THE ONLY SPOKESPERSON FOR BBCAC (BESIDES THE ED) UNLESS THEY OR THE FULL BOARD DESIGNATES SOMEONE ELSE - THIS IS A LEGALLY PROTECTIVE MEASURE SO THAT BOARD MEMBERS DON'T FEEL FREE TO REPRESENT BBCAC WITHOUT CHECKING THAT WHAT THEY ARE SHARING IS ACTUALLY THE BOARD'S POSITION.
