Any group of twenty-five or more members of the obf's fellows program may timely nominate a foundation member to the board of trustees.

The form 990 and the audit report are both reviewed by the members of the audit committee and the members of the executive committee. The audit committee and/or the executive committee approved the form 990, and an obf officer signs it. The audit report is presented to the entire board of trustees for approval.

In 2017, the obf, as a non-profit entity that administers iolta funds, received proceeds from the settlement of litigation brought by the us justice department against bank of america and related entities alleging fraud in the sale of mortgage-backed securities that contributed to a nation-wide housing crisis. The obf is required to use the funds it received for legal aid services for preventing mortgage foreclosures and for community redevelopment in oklahoma. The bof granted funds to non-profit entities for 17 programs across the state for these purposes.

Financial Statement Notes

PART V, LINE 4:

Under obf's endowment distribution policy, the amount available for appropriation each year is 5% of the average of the preceding three years' market value of the endowment at december 31. This policy is expected to allow for real growth in addition to building the endowments through new gifts and return on investment.

ANNUAL GRANTS ARE ALSO AWARDED TO NON-PROFITS THAT PROVIDE LAW-RELATED EDUCATION PROGRAMS TO OKLAHOMANS, INCLUDING STUDENTS FROM GRADE SCHOOL THROUGH HIGH SCHOOL. IN 2017, THE OBF AWARDED GRANTS TO 21 SEPARATE ORGANIZATIONS TO PROVIDE CIVIL LEGAL AID SERVICES AND LAW RELATED EDUCATION PROGRAMS TO OKLAHOMA CITIZENS. IT IS ESTIMATED THAT SOME 70,000 INDIVIDUALS/FAMILIES RECEIVED LAW-RELATED SERVICES.

THESE INCLUDED THE OBF FELLOWS SCHOLARSHIP, WHICH PROVIDES $5,000 TO AN OUTSTANDING STUDENT AT EACH OF THE SCHOOLS, AND THE CHAPMAN-ROGERS SCHOLARSHIP, ALSO AWARDED TO OUTSTANDING SCHOLARS AT EACH OF THE SCHOOLS.

THE OBF IS REQUIRED TO USE THE FUNDS IT RECEIVED FOR LEGAL AID SERVICES FOR PREVENTING MORTGAGE FORECLOSURES AND FOR COMMUNITY REDEVELOPMENT IN OKLAHOMA. THE BOF GRANTED FUNDS TO NON-PROFIT ENTITIES FOR 17 PROGRAMS ACROSS THE STATE FOR THESE PURPOSES.
