A draft of the Form 990 is provided to both the President and the Board of Directors. The draft is reviewed and discussed and any questions brought up by the board members or the President are answered and/or cleared before the return is filed.

The conflict of interest policy is provided to all the board members and key employees annually. It is revised and any necessary disclosures are made annually. A final copy of the policy is signed by each board member annually. The Executive Director is responsible for monitoring during the year.

IRS990/Desc0Career and Technical Education Programs - Each year, MCEF works with the MS Department of Education and the MS Community College Board to provide NCCER curricula to secondary and post-secondary students in the career and technical education programs. MCEF works closely with these organizations and the NCCER by providing constant involvement with students, instructors, and contractors to meet the needs of these programs and to prepare the students for craft professional careers.In 2016, MCEF credentialed 4,532 students enrolled in 186 high school construction trade programs and in 109 career and technical education centers. Also in 2016, MCEF credentialed 1,600 students in 15 community colleges.

IRS990/ProgSrvcAccomActy2Grp/Desc0SkillsUSA Competition/P2C Expo/Counselor's Workshop - In March of 2016, MCEF hosted a two-day competition that brings the best-of-the-best in construction related career and technical education programs to compete at a statewide level. There were three levels represented in the competition: secondary, post-secondary, and apprectice craft professionals. Over 300 students from all over the state came to compete in 11 construction trade areas.Also during these two days, a Passport 2 Careers (P2C) Expo and a Counselor's Workshop were offered. For the P2C Expo, eighth grade students come from all over the state to participate in an expo where they were able to participate in hands-on demonstrations that present potential career opportunities in the construction and manufacturing industries. The P2C Expo was used to encourage the students to pursue craft skills training in the career and technical education programs.While students were competing and learning about career opportunities, school counselors and administrators participated in a workshop to learn more about the construction related career and technical programs and the benefits available to their students for enrolling.

IRS990/ProgSrvcAccomActy3Grp/Desc0NCCER Secondary Pre-and Post-testing - For the 2015-2016 school year, MCEF worked with the MS Department of Education to pre- and post-test all students in construction related career and technical education programs across the State of Mississippi. Over 4,000 year-one and year-two students were baseline tested during fall 2015 using NCCER academic tests in eight construction related pathways. These scores will be used with the post-testing scores, to be completed in May 2016, to evaluate the students' knowledge and the instuctors' performance.
