The compensation arrangement must be approved in advance (before any payment is made) by the executive committee of project lazarus composed entirely of individuals who do not have a conflict of interest with respect to the compensation arrangement (example: neither the executive whose compensation is being determined nor any of his/her family members may be present during the discussion/debate or participate in the vote); 2) comparibility data. When the executive committee is considering compensation to covered individuals, it must rely on comparability data that demonstrate the fair market value of the compensation in request. For example, when crafting compensation packages, the executive committee must secure data that documents compensation levels for similarly qualified individuals in like positions at like organizations. This data may include the following: expert compensation studies by independent firms; written job offers for positions at similar organizations; documented telephone calls about similar positions at both non-profit and for-profit organizations; and information obtained from the irs form 990 filings of similar organizations; 3) concurrent documentation. The executive committee must document how it reached decisions, including the data on which it relied. To qualify as concurrent documentation, written or electronic records of the compensation committee (such as meeting minutes) must note: the terms of the compensation and the date it was approved; the members of the executive committee who were present during the debate on the compensation that was approved and those who voted on it; the comparability data obtained and relied upon and how the data were obtained; and any actions taken with respect to consideration of the compensation by anyone who is otherwise a member of the executive committee but who had a conflict of interest with respect to the decision on the compensation.”

“Project lazarus is exempt from federal income taxes under section 501(c)(3) of the internal revenue code, and qualifies as an organization that is not a private foundation as defined in section 509(a) of the code. Project lazarus applies a "more-likely-than-not" recognition threshold for all tax uncertainities. This approach only allows the recognition of those tax benefits that have a greater than fifty percent likelihood of being sustained upon examination by the taxing authorities. As a result of implementing this approach, project lazarus has reviewed its tax positions and determined there were no outstanding or retrospective tax positions with less than a 50% likelihood of being sustained upon examination by the taxing authorities; therefore, implementation of this standard has not had a material effect on the organization.”

PROJECT LAZARUS PROVIDES SUPPORTIVE SERVICES IN THE AREAS OF WELLNESS AND SUBSTANCE ABUSE, AS WELL AS HOUSING CASE MANAGEMENT FOR PEOPLE LIVING WITH HIV WHO ARE EITHER HOMELESS OR AT-RISK FOR HOMELESSNESS. PROJECT LAZARUS' CLINICAL PROGRAM IS DESIGNED TO ADDRESS ISSUES AROUND SUBSTANCE USE AND ADDICTION, MENTAL AND PHYSCIAL HEALTH, MEDICATION MANAGEMENT, STIGMA, AND HOMELESSNESS. PROJECT LAZARUS PROVIDES THE FOLLOWING SERVICES TO ITS PARTICIPANTS: INDIVIDUAL AND GROUP THERAPIES, SUBSTANCE USE DISORDER COUNSELING, HEALTH EDUCATION, HOUSING CASE MANAGEMENT, THREE NUTRITIOUS MEALS PER DAY, SUPPORT FOR ACTIVITIES OF DAILY LIVING, TRANSPORTATION TO DOCTOR'S APPOINTMENTS, WORK READINESS TRAINING, AND A SAFE SPACE TO CALL HOME. THE GOAL OF THE PROJECT LAZARUS PROGRAM IS FOR PARTICIPANTS TO OBTAIN AND MAINTAIN HOUSING SO THAT THEY CAN LEAD SAFE, INDEPENDENT, AND HEALTHY LIVES.
