Description of program services clean gulf associates (cga) was formed on august 1, 1972 as a business league with the purpose of promoting environmentally friendly oil and gas exploration and production in the gulf of mexico by assisting its members in meeting the requirements of the federal water pollution control act of 1972. Operating continuously since this time, cga operates as a not-for-profit oil spill response cooperative for gulf of mexico based oil exploration and production ("e&p") companies. Specifically, cga identifies, designs, and acquires specialized oil spill response equipment and contracts with third party businesses ("cga contractors") to maintain and operate this equipment to protect the gulf of mexico and its ecosystems from oil spills. The cga contractors preposition their personnel and cga's equipment in texas and louisiana to ensure a fast response to an oil spill. Cga's costs of acquiring the equipment and of contracting for the maintenance of the equipment and a ready force of trained personnel are shared over cga's large membership thereby minimizing or eliminating the need for each cga member to stockpile their own equipment and personnel for this purpose. An oil spill response plan and capability is required of oil and gas e&p companies operating in the gulf of mexico by the bureau of safety and environmental enforcement ("bsee") under title 30, code of federal regulations, part 254 to respond to worst case discharges of oil. Cga's membership includes both major oil companies and small independent oil companies who operate in the gulf of mexico. As of december 31,2024 cga's membership numbers 64 primary members and 15 associate members (being, generally, companies with operations in the gulf of mexico that do not operate oil and gas leases there, such as pipeline companies). No part of cga's net earnings inure to the benefit of any private member, individual or company. Cga conducts the following activities exclusively in the gulf of mexico either directly or through its contract oil spill response providers: (1) on water oil spill response operations (5%) (commenced in 1972). Cga uses its inventory of large offshore and smaller near shore assets and contract operators and personnel to respond to offshore, near shore, and lakes, bays and sounds environments including those areas where oil may have made it past the initial containment phase of a spill response operation. Cga's goal is to collect oil before it reaches sensitive ecosystems. (2) equipment preventative maintenance (40%) (commenced in 1972). Cga ensures that preventative maintenance is performed on cga-owned equipment so that the equipment is always ready to deploy. This is accomplished through an inspection and/or exercise of the equipment and tracked via a computerized preventative maintenance system. The equipment contractor maintains cga equipment on an agreed-to schedule and keeps maintenance records for visual inspection by cga, auditors and regulatory agencies as needed. (3) administration of the organization (20%) (commenced in 1972). Cga conducts industry workgroup support, financial accounting and membership relations. This is done through tri-annual board of directors and technical committee meetings, informal and formal individual meetings and at annual meetings of the cga membership. (4) oil spill preparedness activities (30%) (commenced in 1972). Cga conducts drills and exercises to test the equipment, the contract personnel and assist member companies to meet the requirements of their oil spill response plans. (5) wildlife rehabilitation (1%) (commenced in 1972). Cga maintains a mobile wildlife rehabilitation station with two support trailers capable of being rapidly positioned in the wildlife-impacted location. These trailers are self-supporting and equipped with bird cleaning stations for the purpose of rehabilitating oiled wildlife. (6) insitu-burn operations (1%) (commenced in 2011). IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt0DESCRIPTION OF PROGRAM SERVICES CLEAN GULF ASSOCIATES (CGA) WAS FORMED ON AUGUST 1, 1972 AS A BUSINESS LEAGUE WITH THE PURPOSE OF PROMOTING ENVIRONMENTALLY FRIENDLY OIL AND GAS EXPLORATION AND PRODUCTION IN THE GULF OF MEXICO BY ASSISTING ITS MEMBERS IN MEETING THE REQUIREMENTS OF THE FEDERAL WATER POLLUTION CONTROL ACT OF 1972. OPERATING CONTINUOUSLY SINCE THIS TIME, CGA OPERATES AS A NOT-FOR-PROFIT OIL SPILL RESPONSE COOPERATIVE FOR GULF OF MEXICO BASED OIL EXPLORATION AND PRODUCTION ("E&P") COMPANIES. SPECIFICALLY, CGA IDENTIFIES, DESIGNS, AND ACQUIRES SPECIALIZED OIL SPILL RESPONSE EQUIPMENT AND CONTRACTS WITH THIRD PARTY BUSINESSES ("CGA CONTRACTORS") TO MAINTAIN AND OPERATE THIS EQUIPMENT TO PROTECT THE GULF OF MEXICO AND ITS ECOSYSTEMS FROM OIL SPILLS. THE CGA CONTRACTORS PREPOSITION THEIR PERSONNEL AND CGA'S EQUIPMENT IN TEXAS AND LOUISIANA TO ENSURE A FAST RESPONSE TO AN OIL SPILL. CGA'S COSTS OF ACQUIRING THE EQUIPMENT AND OF CONTRACTING FOR THE MAINTENANCE OF THE EQUIPMENT AND A READY FORCE OF TRAINED PERSONNEL ARE SHARED OVER CGA'S LARGE MEMBERSHIP THEREBY MINIMIZING OR ELIMINATING THE NEED FOR EACH CGA MEMBER TO STOCKPILE THEIR OWN EQUIPMENT AND PERSONNEL FOR THIS PURPOSE. AN OIL SPILL RESPONSE PLAN AND CAPABILITY IS REQUIRED OF OIL AND GAS E&P COMPANIES OPERATING IN THE GULF OF MEXICO BY THE BUREAU OF SAFETY AND ENVIRONMENTAL ENFORCEMENT ("BSEE") UNDER TITLE 30, CODE OF FEDERAL REGULATIONS, PART 254 TO RESPOND TO WORST CASE DISCHARGES OF OIL. CGA'S MEMBERSHIP INCLUDES BOTH MAJOR OIL COMPANIES AND SMALL INDEPENDENT OIL COMPANIES WHO OPERATE IN THE GULF OF MEXICO. AS OF DECEMBER 31,2024 CGA'S MEMBERSHIP NUMBERS 64 PRIMARY MEMBERS AND 15 ASSOCIATE MEMBERS (BEING, GENERALLY, COMPANIES WITH OPERATIONS IN THE GULF OF MEXICO THAT DO NOT OPERATE OIL AND GAS LEASES THERE, SUCH AS PIPELINE COMPANIES). NO PART OF CGA'S NET EARNINGS INURE TO THE BENEFIT OF ANY PRIVATE MEMBER, INDIVIDUAL OR COMPANY. CGA CONDUCTS THE FOLLOWING ACTIVITIES EXCLUSIVELY IN THE GULF OF MEXICO EITHER DIRECTLY OR THROUGH ITS CONTRACT OIL SPILL RESPONSE PROVIDERS: (1) ON WATER OIL SPILL RESPONSE OPERATIONS (5%) (COMMENCED IN 1972). CGA USES ITS INVENTORY OF LARGE OFFSHORE AND SMALLER NEAR SHORE ASSETS AND CONTRACT OPERATORS AND PERSONNEL TO RESPOND TO OFFSHORE, NEAR SHORE, AND LAKES, BAYS AND SOUNDS ENVIRONMENTS INCLUDING THOSE AREAS WHERE OIL MAY HAVE MADE IT PAST THE INITIAL CONTAINMENT PHASE OF A SPILL RESPONSE OPERATION. CGA'S GOAL IS TO COLLECT OIL BEFORE IT REACHES SENSITIVE ECOSYSTEMS. (2) EQUIPMENT PREVENTATIVE MAINTENANCE (40%) (COMMENCED IN 1972). CGA ENSURES THAT PREVENTATIVE MAINTENANCE IS PERFORMED ON CGA-OWNED EQUIPMENT SO THAT THE EQUIPMENT IS ALWAYS READY TO DEPLOY. THIS IS ACCOMPLISHED THROUGH AN INSPECTION AND/OR EXERCISE OF THE EQUIPMENT AND TRACKED VIA A COMPUTERIZED PREVENTATIVE MAINTENANCE SYSTEM. THE EQUIPMENT CONTRACTOR MAINTAINS CGA EQUIPMENT ON AN AGREED-TO SCHEDULE AND KEEPS MAINTENANCE RECORDS FOR VISUAL INSPECTION BY CGA, AUDITORS AND REGULATORY AGENCIES AS NEEDED. (3) ADMINISTRATION OF THE ORGANIZATION (20%) (COMMENCED IN 1972). CGA CONDUCTS INDUSTRY WORKGROUP SUPPORT, FINANCIAL ACCOUNTING AND MEMBERSHIP RELATIONS. THIS IS DONE THROUGH TRI-ANNUAL BOARD OF DIRECTORS AND TECHNICAL COMMITTEE MEETINGS, INFORMAL AND FORMAL INDIVIDUAL MEETINGS AND AT ANNUAL MEETINGS OF THE CGA MEMBERSHIP. (4) OIL SPILL PREPAREDNESS ACTIVITIES (30%) (COMMENCED IN 1972). CGA CONDUCTS DRILLS AND EXERCISES TO TEST THE EQUIPMENT, THE CONTRACT PERSONNEL AND ASSIST MEMBER COMPANIES TO MEET THE REQUIREMENTS OF THEIR OIL SPILL RESPONSE PLANS. (5) WILDLIFE REHABILITATION (1%) (COMMENCED IN 1972). CGA MAINTAINS A MOBILE WILDLIFE REHABILITATION STATION WITH TWO SUPPORT TRAILERS CAPABLE OF BEING RAPIDLY POSITIONED IN THE WILDLIFE-IMPACTED LOCATION. THESE TRAILERS ARE SELF-SUPPORTING AND EQUIPPED WITH BIRD CLEANING STATIONS FOR THE PURPOSE OF REHABILITATING OILED WILDLIFE. (6) INSITU-BURN OPERATIONS (1%) (COMMENCED IN 2011).
