The mission of the new orleans right to life educational foundation inc is to promote the common good and the general welfare of the people of the state of louisiana through advancement of reverence for human life in the state by:

1) educating the public at large on life issues, promoting respect for human life in all forms and all stages of development;

2)educating the public at large on health care issues such as sexually transmitted diseases, including hiv/aids; and

3) providing instruction and materials on these issues to interested groups and individuals.

THE FOUNDATION'S OFFICE BUILDING IS PARTIALLY OCCUPIED BY TENANTS. THE ORGANIZATION'S STAFF MEMBER AND VOLUNTEERS USE A PORTION TO PLAN AND ADMINISTER ITS ACTIVITIES. DEPRECIATION IS INCLUDED IN RENTAL ACTIVITY ON PART VIII, PAGE NINE, LINE 6b AS PART OF THE RENTAL EXPENSE. TO REPORT ONLY TOTAL EXPENSE, A REDUCTION IS MADE FOR THE DEPRECIATION EXPENSE ON LINE 24b.

The foundation board has nine directors. These directors are elected directly through nomination by pro-life volunteers.

Pt VI, Line 11B

The first draft of the form 990 was developed by an external accounting firm together with input from the treasurer. The final version of the form 990 was reviewed and discussed for accuracy and completeness with the foundation's treasurer.

After treasurer's review, the complete copy of form 990 was made available to the foundation's officers and entire board for review and comment. Upon approval by the treasurer, the return was filed electronically with the internal revenue service.

Pt VI, Line 12C

During 2012, the foundation's board adopted a conflict of interest policy, which was modeled on the internal revenue service's model conflict of interest policy that is included in the instructions for form 1023, application for recognition of exemption. The policy requires that each board member acquire an understanding of the policy provisions, sign an acknowledgement of receipt of the policy, as well as annually complete a conflict of interest questionnaire and pledge of personal commitment to observance of the policy. Also, in december 2012, the board approved a whistleblower policy and a records retention schedule.

SINCE 2015, THE FOUNDATION HAS HAD ONE STAFF MEMBER. FOR EFFICIENCY AND COST EFFECTIVENESS, THE FOUNDATION UTILIZES AN AFFILIATE IRC SECTION 501(c)(3) AS COMMON PAYMASTER FOR ISSUANCE OF PAYCHECKS AND COMPLETION OF PAYROLL REPORTS TO GOVERNMENT AGENCIES. THE STAFF MEMBER PLANS AND EXECUTES PROGRAMS RELATIVE TO PRO-LIFE EDUCATION, AS DETAILED IN PART III, PAGE TWO OF THIS RETURN AND HERE IN SCHEDULE O.

The staff member's salary is reviewed annually by the board officers. The president and board chairman is an attorney that has experience in hiring and managing staff. After review of the staff member's performance by the president, the president makes a recommendation to the board for approval of proposed adjustment to annual compensation.

The organization primarily uses a cash basis method of accounting, as modified, to account for the october 2011 purchase, improvements and depreciation of its office building.

PROUDLY PRO-LIFE GALA: THE YEAR, 2020, MARKED THE 50TH YEAR OF ADVANCEMENT OF REVERENCE FOR HUMAN LIFE IN LOUISIANA AND PROMOTING RESPECT FOR HUMAN LIFE IN ALL FORMS AND ALL STAGES OF DEVELOPMENT. THEREFORE, IN ANTICIPATION OF A LARGER-SCALE CELEBRATION, IT WAS DECIDED FOR NORTL TO JOINTLY PRODUCE ITS ANNUAL PROUDLY PRO-LIFE GALA WITH LOUISIANA RIGHT TO LIFE (LARTL), ANOTHER IRC SECTION 501(c)(3) ENTITY. BECAUSE OF ITS GREATER STAFFING RESOURCES, LARTL WAS APPOINTED TO TAKE THE LEAD ROLE. IN FACT, THE ADDITIONAL STAFF WAS NEEDED AS NEARLY 1,000 PRO-LIFE SUPPORTERS ATTENDED THE EVENT VERSUS THE PRIOR YEARS' AVERAGE OF 325 ATTENDEES. IT WAS DECIDED TO CONTINUE THIS ARRANGEMENT WITH LARTL FOR THE GALA. AS MENTIONED IN PART III, BECAUSE OF COVID-19 RESTRICTIONS, THE GALA WAS PRESENTED VIRTUALLY. FOR THE ORGANIZATIONAL ASSISTANCE PROVIDED BY THE NORTL NEW ORLEANS DIRECTOR, NORTL RECEIVED A GRANT OF $15,000 FROM THE PROCEEDS, FOR USE IN ITS PRO-LIFE PROGRAMS.

AT THE BABY BAG GIVEAWAY, HELD ON MOTHER'S DAY WEEKEND, WE PARTNERED WITH LOUISIANA RIGHT TO LIFE AND LOUISIANA BLACK ADVOCATES FOR LIFE TO HAND OUT MORE THAN 500 BAGS FILLED WITH DIAPERS, SOAP AND OTHER BABY SUPPLIES. ALSO, TO ASSIST FAMILIES AFFECTED BY HURRICANE IDA, NORTL WORKED WITH PREGNANCY CENTERS PASSING OUT SUPPLIES TO HUNDREDS OF FAMILIES IN THE HARD-HIT BAYOU REGION OF THE STATE.

BECAUSE OF ITS GREATER STAFFING RESOURCES, LARTL WAS APPOINTED TO TAKE THE LEAD ROLE. IT WAS DECIDED TO CONTINUE THIS ARRANGEMENT WITH LARTL FOR THE GALA. AS MENTIONED IN PART III, BECAUSE OF COVID-19 RESTRICTIONS, THE GALA WAS PRESENTED VIRTUALLY. FOR THE ORGANIZATIONAL ASSISTANCE PROVIDED BY THE NORTL NEW ORLEANS DIRECTOR, NORTL RECEIVED A GRANT OF $15,000 FROM THE PROCEEDS, FOR USE IN ITS PRO-LIFE PROGRAMS.
