“Catholic high school foundation inc. (chsf) does not use a paid preparer to file their form 990. The 2020 form 990 was paper filed on time by the extended due date, may 15th, 2022. The organization was unaware of the electronic filing requirement. Chsf has never filed a late form 990. As soon as chsf received an irs letter in august of 2022 indicating electronic filing was required, chsf worked to secure a paid tax preparer to electronically file the federal form 990 return. The taxpayer has taken measures externally with their paid preparer to ensure the form 990 is electronically filed in the future. Chsf's failure to electronically file its tax return was not willful and solely due to an error made by the taxpayer. Chsf believed they had timely filed their self-prepared return by the due date via certified usps mail. Reasonable cause exists when the taxpayer acted in a responsible manner and either there are significant mitigating factors with respect to the failure or the failure arose from events beyond chsf's control. Chsf has filed form 990 in a timely manner in previous years and done so via certified usps mail. Chsf had every intention to file its timely return and meet accurate irs protocol. The failure to electronically file was an oversight of the taxpayer and is by no means indicative of a pattern of willful neglect. Chsf's board of directors is committed to staying compliant with all required irs filings and has a history of timely filings for its prior tax returns. On a go forward basis the tax return will be electronically filed by a paid tax preparer. Based on the information provided, chsf respectfully requests abatement of any penalty or interest associated with failure to file electronically.”
