Mission and Program Overview

Mission

The Occidental Arts and Ecology Center (OAEC) is a nonprofit organic horticulture, arts and ecology education and community organizing training center in Northern Californias Sonoma County. OAEC is located on an 80-acre site with organic gardens and orchards, coastal prairie grass, meadows, and oak, fir, bay laurel and redwood forests. OAECs mission includes working to: Preserve and restore native and agricultural biodiversity and healthy ecosystems, with a particular focus on the northern California bioregion, Preserve and propagate biodiversity in open-pollinated and heirloom varieties of food, fiber and medicinal horticultural and agricultural crops, Support appropriate-scale ecological agriculture and sustainable local food systems, Cultivate ecological literacy, especially within watershed communities, social change movements and public schools, and Create and model practical, sustainable, regional-scale alternatives to global corporatization and the economic paradigm that is depe

Governance Explanations

Form 990, Part VI, Line 11B: Form 990 Review Process

OAECs Director of Finance and OAECs Executive Director compile then provide to an independent CPA all financials, documents, and narratives for the 990. The CPA drafts the return, and works with OAEC leadership to answer all questions. The draft 990 is then reviewed by the Executive Committee (headed by the Board Treasurer), as well as by other board members. After any questions are resolved by staff and the CPA to the Executive Committees satisfaction, a final 990 is submitted and made available to all board and staff members.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

All staff and directors are required to notify OAECs Director of Finance and OAECs Executive Director if they might engage in any activity that might involve a conflict of interest.

Annual compensation for all staff is determined by the Executive Committee which annually reviews published data about compensation with comparable non-profits in OAECs issue and geographical areas. Notes are kept on the process, deliberations and decisions.

The Resilient Community Design / Permaculture Program, 2. The WATER Institute, 3. The Mother Garden Biodiversity Program, 4. The School Garden Teacher Training Project, 5. The Decentralized Water Policy Council Project, 6. The Legalize Compost Toilet Project, 7. The Performance Arts Program, 8. The Wildlands Biodiversity Program, 9. OAECs partnership with Movement Generation Justice and Ecology Project, 10. OAECs partnership with the Federated Indians of Graton Rancheria. Each of our programs, projects and partnerships use the same methods and strategies to achieve our public benefit mission, including:1. We Model Resiliency OAEC is a resiliency demonstration site, modeling dozens of practical personal and community-scale solutions to common challenges in the sustainable management of soil, water, food production, the restoration and preservation of biological and cultural diversity, and more effective ways to self-govern and manage economy. OAECs programs benefit from our more than twenty years of experience in developing and caring for our own 80-acre site, as well as supporting hundreds of other land-based projects and organizations.2. We Train Changemakers The transition to a just and sustainable economy will only be achieved if more individuals become ecologically literate changemakers. OAEC continues to develop workshops and advocacy campaigns that help train, support and inspire individuals and social movement leaders to apply an ecological lens to their already inspiring work.3. We Help Build the Capacity of Communities to Transform Toward Resilience OAEC strives to achieve a social change multiplier effect by training and building the capacity of whole communities to become more effective agents of rapid change. We work to foster ecological literacy and to empower diverse communities schools, local governments, public agencies, foundations, environmental and social justice organizations, farms and ranches, and policy coalitions to design their own place-based strategies to create the just transition towards a more regenerative culture and economy.4. We Work to Change the Rules of Governance and Economy We work to legalize and require sustainable economy, and to make illegal and dis-incentivize activities that subvert it. Sometimes on our own, but most often through broader advocacy alliances, we seek to change policy in the arenas of governance in which we are most likely to succeed a city or county council, school board, water agency, or state legislature or agency on issues that are ripe for change and move us toward a just and sustainable future.

IRS990/ProgSrvcAccomActy2Grp/Desc0The California Climate and Agriculture Network (CalCAN) is a statewide coalition co-founded and fiscally sponsored by OAEC that advances state and federal policy to realize the powerful climate solutions offered by sustainable and organic agriculture. We seek a widespread transition to sustainable and organic agricultural systems that are increasingly resilient, environmentally sound and healthy, and that provide climate benefits, protect our natural resources, sustain our food security, provide for economically vibrant agricultural communities, and maintain our finite agricultural lands.In 2016, some CalCANs program accomplishments included:I. Advocating for Californias Climate Smart Agriculture Programs CalCAN and its allies were the leading voices advocating for cap-and-trade auction proceeds investment in agricultural solutions to climate change. The legislature allocated $105 million to incentivize climate-friendly farming practices and farmland conservation for the 2016-17 fiscal year, almost double the previous years funding. To deliver our message, we worked with dozens of allied farmers and organizations who served as advisors, spokespeople and advocates. We used tactics such as organizing sign on letters with other advocacy organizations, coalition letters from CalCAN, testimony at hearings, meetings with legislative and agency staff, and media. We sponsored a bill (SB 859) that was signed into law in 2016, and establishes in statute a new cap-and-trade funded program called the Healthy Soils Initiative. We produced a progress report on Californias cap-and-trade funded State Water Efficiency and Enhancement Program to better understand how the program is working for farmers and the environment, and to provide recommendations for strengthening it to achieve greater climate gains and other co-benefits while ensuring participation by a diversity of growers. II. Supporting Sustainable Agriculture Legislation We supported several state bills related to climate and agriculture, including: 1. SB 1317, the Aquifer Protection Act Restricts the issuance of permits for new wells in high and medium priority basins, and prohibit new well permits in basins of critical overdraft, 2. AB 1810, the Seed Exchange Democracy Act Provides legal clarity to noncommercial seed sharing by the thousands of gardeners and farmers who save and share seed in California, 3. AB 2725 Creates standard, statewide guidelines for food date labels, and will reduce food waste, thereby reducing the amount of methane produced by organic waste rotting in landfills, 4. AB 1826, the California Organic Food and Farming Act Modernizes the State Organic Program, improving the programs support for the organic industry, 5. SB 1386, the Natural and Working Lands Climate Solutions Act Declares it to be state policy that protecting and managing natural and working lands is a key strategy to meet Californias greenhouse gas (GHG) emission reduction goals, 6. SB 1247 Creates Agricultural Innovation Zones and a voluntary incentive program to support climate-smart agricultural farming practices on fields located near sensitive areas, such as schools and childcare centers, 7. AB 1815 Creates a strategic technical assistance program to help make it possible for the states lowest income communities to access Greenhouse Gas Reduction Funds, and 8. AB 2339 Allows continued access to Net Energy Metering for agricultural producers who receive their electrical service from irrigation districts and other publicly-owned utilities.III. Network Building and Leadership Cultivation In addition to our policy campaigns, CalCAN uses a number of tactics to build our base and cultivate new leaders from the agriculture, environmental and food systems arenas to take action on our initiatives.
