IRS990/Desc0CONSERVATION & RESEARCH PROGRAMS - IN FEBRUARY 2015, COUNCIL STAFF RELEASED A DETAILED MARKET TRANSFORMATION PLANNING FRAMEWORK RELATED TO OUR EFFORTS TO MOVE THE LANDSCAPE MARKETPLACE TOWARDS SUSTAINABLE LANDSCAPING. IT OUTLINED A SERIES OF POTENTIAL MARKET INTERVENTIONS, DESCRIBED EXAMPLES OF SUCH INTERVENTIONS, AND IDENTIFIED 26 POSSIBLE "NEXT STEPS" FOR PRIORITIZATION. IN APRIL, OVER 40 STAKEHOLDERS MET AND IDENTIFIED THEIR TOP PRIORITIES, NEXT STEPS, ROLES AND RESPONSIBILITIES, AND RESOURCES. IN JUNE, THE COUNCIL RELEASED A SUSTAINABLE LANDSCAPING MARKET TRANSFORMATION PLAN (SLMTP) TO CONFIRM AND RECRUIT PARTNERS, RAISE FUNDS, AND PROVIDE A STEERING COMMITTEE WITH A FRAMEWORK FOR PROJECT OVERSIGHT. THE POPULARITY OF TURF REPLACEMENT PROGRAMS DURING THE DROUGHT PROMPTED THE COUNCIL TO EXAMINE LESSONS LEARNED FROM TURF REMOVAL PROGRAMS AND TURF REPLACEMENT OPTIONS AND IMPLICATIONS. ITS REPORT, TURF REMOVAL & REPLACEMENT: LESSONS LEARNED WAS RELEASED IN MARCH.IN DECEMBER THE COUNCIL HELD A WORKSHOP DURING WHICH EXISTING BRAND HOLDERS MET TO DISCUSS THE SLMTP, AND THE COUNCIL RELEASED TWO REPORTS RELATED TO THE SLMTP. THE FIRST REPORT PROVIDED BRANDING RESEARCH, ANALYSIS, AND RECOMMENDATIONS IN SUPPORT OF THE COUNCIL'S SUSTAINABLE LANDSCAPE TRANSFORMATION INITIATIVE. THE SECOND REPORT PROVIDED DATA TO HELP INFORM A NATURALLY OCCURRING BASELINE FORECAST OF SUSTAINABLE LANDSCAPING AGAINST WHICH FUTURE MARKET TRANSFORMATION CAN BE MEASURED.THE COUNCIL BEGAN WORK IN 2015 ON A RESEARCH PORTAL THAT WILL BE A CLEARINGHOUSE FOR SHARING WATER CONSERVATION RESEARCH AND TOOLS IN AN OPEN PLATFORM. IT WILL LAUNCH WITH THE COUNCIL'S VALUABLE PEER-REVIEWED RESEARCH AS WELL AS TOOLS AND CONTENT FROM MANY OTHER SOURCES.THE COUNCIL CONTINUED ITS SMART REBATES PROGRAM IN 2015 WITH 10 MEMBER AGENCIES PARTICIPATING IN THE PROGRAM. THE PROGRAM OFFERS A CONSERVATION PRODUCT AND APPLIANCE REBATES FOR RESIDENTIAL AND COMMERCIAL CUSTOMERS.WE ISSUED OUR FINAL REPORT ON THE GRANT-FUNDED COOLING TOWER PROJECT, WHICH EVOLVED INTO A COOLING TOWER BLOW-DOWN WATER CAPTURE AND RE-USE SYSTEM IN THE SAN JOAQUIN VALLEY WITH AN EXPECTED ANNUAL SAVINGS OF 16 MILLION GALLONS OF WATER A YEAR. WE ALSO BEGAN PHASE 2 OF THE COST AND SAVINGS STUDY PROJECT, WHICH WILL IDENTIFY ADDITIONAL RESEARCH AND IMPLEMENTATION OPPORTUNITIES.
