IRS990/Description0The Home Loan Counseling Center's (HLCC) mission is to strengthen our community by encouraging and empowering individuals and families to make sound and knowledgeable decisions, achieve economic self-sufficiency, and build healthy self-sustaining neighborhoods. We accomplish this through programs that not only prepare potential homeowners in their quest for homeownership, but more importantly, we help families acquire the tools they need to sustain homeownership. HLCC has been providing homeownership education and counseling services for families seeking to purchase their first home or for those trying to keep their home in the Sacramento region since 1991. Last year HLCC served 626 families. Ninety- eight families were able to purchase a home and 41 families received modifications. HLCC provided homebuyer education and counseling to 149 families and provided foreclosure counseling to 472 families.

IRS990ScheduleO/GeneralExplanation/Explanation1HLCC regularly monitors compliance with the conflict of interest policy. On a quarterly basis the Program Manager will reports to the Executive Director any areas of deficiency, including fraud or violations of HUD regulations and HLCC's own policies and procedures, errors and omissions, and unacceptable patterns or trends. These reports and monitoring procedure are then reported to the Board of Directors to assure: 1.Records of Quality Control findings and actions taken are maintained.2.Prompt, effective corrective measures are taken by the Board of Directors and documented when deficiencies are identified.HLCC's Policies and Procedures Manual is updated on a yearly basis. Every employees and Board Director receives a copy of the updated manual and signs a document stating that they have received a copy. HLCC's Policy and Procedures manual specifically states that: 1.No employee will participate in activities or other employment that cause a conflict of interest with the activities of the Sacramento Home Loan Counseling Center. Activities or employment that create possible conflicts will be disclosed to the Executive Director in writing for review. 2.Any employee of the organization, who accepts gifts or gratuities from individuals, companies, clients, or suppliers in conjunction with their job, will be subject to disciplinary action up to and including dismissal. 3.No Sacramento Home Loan Counseling Center employee is to become involved in real estate development, outside of his or her work at Sacramento Home Loan Counseling Center, in any neighborhood where Sacramento Home Loan Counseling Center operates a program. 4.No officer or employee may serve as an official, director, or trustee of any for-profit or non-profit enterprise without obtaining the approval of their immediate supervisor.5.Sacramento Home Loan Counseling Center encourages service with constructive and legitimate not-for-profit organizations. Participation in civic affairs is encouraged as part of our commitment to community involvement. There are cases, however, in which organizations have business relationships with the organization in which the handling of confidential information might result in a conflict of interest. An employee's immediate supervisor must be advised when a potential conflict exists.
