Shall be open to all citizens, organizations and agencies (including state, federal and local) interested in achieving the goals and objectives of the coalition. The board of directors shall develop and/or revise membership applications. The agency head of any organization or agency shall appoint a voting member from that organization or agency and attest to this by submitting a notarized application form. Other individuals may become voting members by submitting the membership application attesting that they are self-employed, consumers and otherwise not representing an organization or agency already represented.”
