Mission

Cempa community care's mission is to champion healthy communities by providing affordable, compassionate, and high quality care through advancing comprehensive support services and person-centered best practices. Leading the way in care for people living with hiv for thirty three years, cempa community care has expanded to become a community health center to help all people fight all illnesses. Cempa provides treatment, prevention, and support services to those impacted by health disparities with a focus on primary and infections disease care.

Chattanooga Council on AIDS Resources, Education, and Support's (CARES) mission is to reach, assist, and support people impacted by HIV, Hepatitis C, and STI's through compassionate and responsive delivery of education, health, social and advocacy related services.

Financial Statement Notes

Part X, Line 2:

Effective July 1, 2010, the Organization implemented the accounting guidance for uncertainty in income taxes using the provisions of FASB ASC Topic 740, Income Taxes (previously FASB Interpretation No. 48, Accounting for Uncertainty in Income Taxes An interpretation of FASB Statement No. 109). Using that guidance, tax positions initially need to be recognized in the financial statements when it is more-likely-than-not the position will be sustained upon examination by the tax authorities. Such tax positions initially and subsequently need to be measured as the largest amount of tax benefit that has a greater than 50% likelihood of being realized upon ultimate settlement with the tax authority assuming full knowledge of the position and relevant facts.

IRS990/Desc0The Prevention Education Department at Chattanooga CARES provides prevention education and support to more than 20,000 people across 23 counties in Tennessee annually. The staff directs programs in schools, churches, rehabilitation centers, juvenile detention centers, prisons, community centers and substance abuse organizations; these programs teach about HIV, STIs, and, most importantly, risk reduction and healthy behaviors. In addition to conducting over 9,000 free rapid HIV tests each year, the Prevention Education staff conducts almost 500 free rapid Hepatitis C tests each year and is the only local organization to offer such service.

IRS990/ProgSrvcAccomActy2Grp/Desc0The Client Services Department at Chattanooga CARES consists of a team of case managers who provide counseling, support, and advocacy services for more than 450 individuals each year. Client Services is dedicated to providing a safe and compassionate environment in which they work to empower their clients, most of whom have struggled against society's marginalization and stigmas, to set and attain their personal goals. In addition to their one-on-one work with clients, the case managers also conduct a series of support groups for clients and their families. Client Services also includes transportation assistance to and from doctor's appointments and groups (both at and away from cares), nutrition education, rental and utilities supplementation services, food market services, and job training and placement assistance.

IRS990/ProgSrvcAccomActy3Grp/Desc0Chattanooga Primary Care Clinic (CPCC), is a designated Ryan White Clinic and Center of Excellence and provides medical and mental health services to 700 HIV-positive individuals in eleven Southeast Tennessee counties. The CPCC staff includes a licensed clinical social worker, licensed medical social worker, two ID and internal medicine board-certified doctors, nurse practitioner, nurse, certified medical assistant, a phlebotomist, a health and wellness coach, and a medical case manager who work together to coordinate and deliver a full range of medical services to clients. These services include physicals, pap smears, cancer screenings, immunizations and vaccinations, laboratory testing, consultations and referrals. The 340B program is a program through which clients are offered access to prescription drugs with co-pay assistance.

Using that guidance, tax positions initially need to be recognized in the financial statements when it is more-likely-than-not the position will be sustained upon examination by the tax authorities. Such tax positions initially and subsequently need to be measured as the largest amount of tax benefit that has a greater than 50% likelihood of being realized upon ultimate settlement with the tax authority assuming full knowledge of the position and relevant facts.
