Governance Explanations

The completed 990 is reviewed by the executive director and business operations direcctor and accountant. Then it is submitted to the finance committee of the bod for questions and review. It is approved by the finance committe of the board of directors and then submitted to the whole board, however no one outside the finance committee of the board is expected to review and approve the 990 prior to filing.

The policy is covered during orientation to the board. Each board member is required to disclose any potential issues with the policy. Each board member must sign a form stating their understanding and compliance with the policy. If any policy violation is brought before the bod and confirmed the member would be asked to rectify his/her compliance or resign their position on the bod.

The board of directors reviews the executive directors performance annually and also reviews all raises for the organization. They also review a compensation study performed by an outside organization that compiles compensation for similar organizations. Raises are noted in board meeting minutes. The executive director performs annual reviews for all directors, and also looks at comparability data when determining compensation. The board of directors approves annual compensation for the coming year and this is documented in board meeting minutes.

Financial Statement Notes

PART V, LINE 4:

The organization has a policy of appropriating for distribution each year 5 percent or less of its endowment fund's average fair value over the prior 12 quarters through the calendar year-end preceding the fiscal year in which the distribution is planned. In establishing this policy, the organization considered the long-term expected return on its endowment. This is consistent with the organization's objective to maintain the purchasing power of the endowment assets held in perpetuity or for a specified term as well as to provide additional real growth through newgifts and investment return. The annual distribution can be used to support operations.

PART X, LINE 2:

The association is exempt from federal income taxes under the provisions of internal revenue code ("irc") section 501(c)(3) and, accordingly, no provision for income taxes is included in the financial statements. The association follows fasb asc guidance that clarifies the accounting for uncertainty in income taxes recognized in an entity's financial statements. This guidance prescribes a minimum probability threshold that a tax position must meet before a financial statement benefit is recognized. The minimum threshold is defined as a tax position that is more likely than not to be sustained upon examination by the applicable taxing authority, including resolution of any related appeals or litigation processes, based on the technical merits of the position. The tax benefit to be recognized is measured as the largest amount of benefit that is greater than 50% likely of being realized upon ultimate settlement. The association has no tax penalties or interest reported in the accompanying financial statements. The association had no uncertain tax positions at june 30, 2019 and 2018.

EFFORTS ARE MADE TO ASSIST THE PARENTS AND CHILDREN TO BE REUNITED. TRAINING AND APPROVAL THROUGH HOME STUDIES ENSURE THAT CHILDREN ARE PLACED IN SAFE, STABLE, CARING FOSTER HOMES. THROUGH THE COURT ADVOCACY PROGRAM, MSS PROVIDES FREE AND CONFIDENTIAL SERVICES INCLUDING ORDERS OF PROTECTION, SAFETY PLANNING AND DANGER ASSESSMENT TO VICTIMS OF DOMESTIC VIOLENCE. FROM JULY 2018 THROUGH JUNE 2019, 91 WOMEN AND 75 CHILDREN WERE SHELTERED WITH 4,588 BED NIGHTS PROVIDED. IN OUR COURT ADVOCACY PROGRAM WE SERVED 2,003 VICTIMS OF DOMESTIC VIOLENCE.

TWO MATERNITY CLIENT RECEIVED ASSISTANCE FROM AGAPE DURING THE FISCAL YEAR 2018-19. ADOPTION SERVICES FOR THREE CHILDREN WERE COMPLETED FROM JULY 2017 THROUGH JUNE 2018. TRAINING AND HOME STUDY SERVICES PREPARED PROSPECTIVE ADOPTIVE PARENTS.
