Mission and Program Overview

Mission

The Great Lakes Construction Alliance (GLCA) consists of union labor-management organizations, project owners and design professionals from the auto, utility, steel and petrochemical industries, universities and the public sector. The GLCA works with architects and engineers as well as hundreds of construction contractors and thousands of construction-trades workers to promote Ohio and its neighboring states as the premier region in the world for businesses to construct and maintain their facilities.

Major Activities

Activity 2
Code of excellence (productivity) program: Provided a forum for positive conflict/issue resolution between owner, labor, and contractors. Enhancing labor relations within the unionized construction industry in Northwest Ohio. Facilitated open discussion regarding jobsite safety, workforce levels, and productivity issues. These services were used by approximately 11,000 individuals.
Activity 3
Safety program: Held training sessions on safety practices for union and contractor employees. Continued work on a security background check pre-screening program for employees which would allow the manning of petrochemical and other critical jobsites in a high risk security alert situation. These services were used by approximately 11,000 individuals.

IRS990ScheduleO/GeneralExplanation/Explanation0The organization has two categories of members: regular members and associate members. Regular members include labor organizations, contractor/contractor association members and owner/design professionals.
IRS990ScheduleO/GeneralExplanation/Explanation1Each group within the regular member category elects three representatives that will serve on the board of trustees.
IRS990ScheduleO/GeneralExplanation/Explanation2In the event the Board of Trustees is unable to reach a consensus, a vote shall be taken with majority rule. Each of the three groups within the regular member category shall be entitled to a single vote regardless of the number of members present.
IRS990ScheduleO/GeneralExplanation/Explanation3The organization has the treasurer review the Form 990 before it is filed with the IRS. The review is done in detail to make sure everything reported on the 990 corresponds with the records of the organization. The treasurer then distributes a copy of the 990 before it is filed to each one of the trustees. Once it has been reviewed by the trustees then the 990 is submitted to the IRS.
IRS990ScheduleO/GeneralExplanation/Explanation4All potential conflicts of interest are thoroughly investigated and each year every trustee is provided with a questionnaire to fill out to determine if any conflicts of interest may exist. The organization also uses periodic reviews to determine if any conflicts of interest exist.
IRS990ScheduleO/GeneralExplanation/Explanation5Form 990, Part VI, Section B, Line 15: No compensation paid.
IRS990ScheduleO/GeneralExplanation/Explanation6The organization makes its governing documents, conflict of interest policy, and financial statements available to the public upon request.
