Mission

The mission of california communications access foundation (ccaf) is to serve as an educator, convener and resource that works collaboratively to ensure communications and information access in service of individuals who are deaf or disabled.

The primary focus of California Communications Access Foundation (CCAF) is to aid individuals with functional limitations of hearing, vision, speech, mobility, manipulation, and/or cognition by promoting access to society through telecommunications and other means.

Governance Explanations

Form 990, Part VI, Section B, line 11B

The outside accountant prepares Form 990 and provides a draft to the Director of Finance & Accounting and to the CEO for review. A complete copy of the 990 is provided to the Audit Committee and the Board of Directors before filing. In addition, a copy of the audited financial statements is provided to the Board of Directors.

Form 990, Part VI, Section B, line 12C

CCAF has a written conflict of interest policy which applies to all members of the Board of Directors and all management team employees. Such individuals sign and certify an annual statement disclosing whether they have any potential or actual conflicts of interest with respect to the organization's operations. During discussions on grant applications, Board members are asked whether they have a conflict of interest with any applicant and, if so, to recuse themselves from the review of the application as well as the vote for approval of the grant application. In addition, CCAF's employee handbook contains a conflict of interest policy which applies to all employees; such policy is supported by the active enforcement of CCAF's whistleblower protection policy, which encourages the reporting of potential illegal and unethical conduct, including conflicts of interest.

Form 990, Part VI, Section B, line 15

In 2019, CCAF hired an outside consultant to review the current compensation and job descriptions of CCAF's workforce, including four executive positions. The consultant compared CCAF's roles to similar positions in similar California-based organizations to determine a market-based compensation range and to compare the compensation to appropriate benchmarks. Based on the consultant's report, new compensation levels were implemented in 2019 for CCAF's staff, including the four executive managers. CCAF's Board of Directors employs a separate compensation consultant to review the total compensation of the CEO every three years, last completed in 2019. Based on the recommendation of the consultant, the Board of Directors approved new compensation for the CEO in early 2020.

On November 13, 2014, the Board of Directors approved the creation of a board-designated endowment fund for the purpose of making grants, providing consultants and educational opportunities to grantees, and conducting meetings and events, all in furtherance of CCAF's exempt mission.

Part X, Line 2:

Accounting standards require an organization to evaluate its tax positions and provide for a liability for any positions that would not be considered "more likely than not" to be upheld under a tax authority examination. Management has evaluated its tax positions and has concluded that a provision for a tax liability is not necessary at June 30, 2021. Generally, CCAF's information returns remain open for examination for a period of three (federal) or four (state of California) years from the date of filing.

IRS990/Desc0The California Communications Access Foundation (CCAF) manages and operates the Deaf and Disabled Telecommunications Program (DDTP) for the California Public Utilities Commission. The DDTP provides free specialized telecommunications equipment to anyone Deaf or disabled in California who is unable to use a standard telephone. CCAF provides a wide range of services aimed at helping these historically underserved populations, including home installations of equipment, support from service and call centers, distribution events, and the California Relay Service. In this fiscal year, CCAF provided support and equipment to more than 730,000 Deaf or disabled Californians.

Ability Central is accomplishing this goal by offering grants and technical support to other disability nonprofits, as well as providing online information and resources for the Deaf and disabled community and people with questions about disabilities and communication access. In this fiscal year, Ability Central awarded $918,790 to 16 nonprofit organizations and other causes in support of people who are Deaf or disabled.
