Mission

The mission of california communications access foundation (ccaf) is to serve as an educator, convener and resource that works collaboratively to ensure communications and information access in service of individuals who are deaf or disabled.

The primary focus of California Communications Access Foundation (CCAF) is to aid individuals with functional limitations of hearing, vision, speech, mobility, manpulation, and/or cognition by promoting access to society through telecommunications and other means.

Governance Explanations

Form 990, Part VI, Section B, line 11B

The outside accountant prepares Form 990 and provides a draft to the Director of Finance & Accounting and to the CEO for review. A complete copy of the 990 is provided to the Audit Committee and the Board of Directors before filing. In addition, a copy of the audited financial statements is provided to the Board of Directors.

Form 990, Part VI, Section B, line 12C

CCAF has a written conflict of interest policy which applies to all members of the Board of Directors and all management team employees. Such individuals sign and certify an annual statement disclosing whether they have any potential or actual conflicts of interest with respect to the organization's operations. During discussions on grant applications, Board members are asked whether they have a conflict of interest with any applicant and, if so, to recuse themselves from the review of the application as well as the vote for approval of the grant application. In addition, CCAF's employee handbook contains a conflict of interest policy which applies to all employees; such policy is supported by the active enforcement of CCAF's whistleblower protection policy, which encourages the reporting of potential illegal and unethical conduct, including conflicts of interest.

Form 990, Part VI, Section B, line 15

CCAF uses an independent compensation firm to set the compensation for all employees including all management. The independent compensation firm reviews current job descriptions and compares them to similar positions in similar California based organizations to determine a market-based compensation range. The compensation benchmarking is performed every 3 to 5 years for the entire organization, and more frequently for selected positions as necessary. In 2011, CCAF's Board of Directors hired a separate compensation consultant to review the total compensation of CCAF's four executive managers and to compare the compensation to appropriate benchmarks. Based on the consultant's report, the Board of Directors approved new compensation levels in 2011 for CCAF's four executive managers.

Part X, Line 2:

Accounting standards require an organization to evaluate its tax positions and provide for a liability for any positions that would not be considered "more likely than not" to be upheld under a tax authority examination. Management has evaluated its tax positions and has concluded that a provision for a tax liability is not necessary at June 30, 2018 and 2017. Generally, CCAF's information returns remain open for examination for a period of three (federal) or four (state of California) years from the date of filing.

IRS990/Desc0Through a contract with the California Public Utilities Commission (CPUC), CCAF provided specialized telecommunications equipment to 13,000 deaf and disabled consumers in their homes, in seven full-time and two part-time Service Centers throughout California, and at distribution events. CCAF also provided equipment to 14,200 consumers through oversight of a centralized call center, which received 111,000 calls annually. Through its contract with the CPUC, CCAF also managed contracts with the California Relay Services vendors, who relayed 1,601,000 calls to and from deaf, hard of hearing, and speech disabled users. In total, CCAF supports a customer base of over 690,000 Californians with specialized telecommunications equipment.
