Mission and Program Overview

Mission

Sunrise children's services cares for children who have experienced physical, emotional or sexual abuse, neglect, or other at-risk situations. Sunrise cared for about 2,235 unduplicated clients in the 2018 fiscal year. Sunrise is committed to kentucky's young victims and is growing and adapting to meet their changing needs.

Sunrise children's services believes every child deserves a home and is committed to caring for kentucky's most vulnerable children, offering a wide variety of therapeutic services.

Kentucky baptist convention, inc. Approves appointments to sunrise children's services board. Also, although sunrise children's services has expressed no intention to dissolve, upon dissolution the organization's assets are to be distributed to kentucky baptist conventions, inc.

In connection with any actual or possible conflicts of interest, an interested person must disclose the existence of his or her financial interest and must be given the opportunity to disclose all material facts to the president/ceo., the chairperson of the board of directors and members of committees with board-delegated powers considering the proposed transaction or arrangement. After disclosure of the financial interest and all material facts and after any discussion with the interested person, he/she shall leave the board or committee meeting while the determination of a confilict of interest is discussed and voted upon. The remaining board or committee members shall decide if a conflict of interest exists.

Form 990, Part VI, Section B, Line 15A

On an annual basis, the president/ceo will complete a self evaluation of his or her performance. The executive assistant to the president/recording secretary will copy and distribute the self evaluation to all members of the board. Board members will add their comments to the self evaluation form and return their evaluation forms to the chairperson of the board. The board chairperson will compile the results and present the results to the executive commitee and the president. The human resources department will prepare a summary of the current salary and benefit profile of the president/ceo for use by the board chairperson and the executive committee. Careful consideration will be given to not place the salary of the president above an acceptable range in consideration of the overall revenue of the agency. Salary comparison data may be requested by the board chair from the human resources department. The human resources department will survey comparable organizations to provide the board chairperson with the data. The deliberation is held in executive session of an executive committee meeting and the july board of director's meeting, and the documentation is in the board chairman's files. The ultimate decision is communicated to the human resource department, via the board chairman, using the organization's change of salary form, and is filed in the president's personnel file.

Each quarter at the board meeting all members receive expanded information for the prior fiscal year quarter (e.g. At the april meeting the qe february is reviewed). In june of each year the executive committee of the board reviews in detail the proposed budget for the upcoming fiscal year, and then recommends for adoption to the full board at the july meeting. The audit draft is reviewed by the partner in charge of the audit with the executive committee of the board (acting as audit committee) on the afternoon prior to the november meeting, and then the executive committee recommends for approval to the full board the next day at the november meeting. The board reviews staff recommendations of the audit firm for the upcoming fiscal year at the april meeting.

The endowment funds were established to support the programs of the organization.

The organization has received a determination letter from the internal revenue service indicating that it qualifies as a tax-exempt organization under 501(c)(3) of the internal revenue code. Accordingly, no provision for income taxes is included in the financial statements. The organization recognizes uncertain income tax positions using the more-likely-than-not approach as defined in the asc. No liability for uncertain income tax positions has been recorded in the accompanying financial statements.

OBTH WILL OPERATE AS AN ALTERNATIVES TO DETENTION PROGRAM, OFFERING A COMPASSIONATE AND STRUCTURED ENVIRONMENT FOR YOUNG WOMEN REFERRED BY THE KENTUCKY DEPARTMENT OF JUVENILE JUSTICE WHICH INCLUDES YOUNG FEMALES WHO ARE VICTIMS OF HUMAN TRAFFICKING. IN FY 2025, SUNRISE PROVIDED 15,673 DAYS OF RESIDENTIAL TREATMENT SERVICES TO 121 CHILDREN, 9,575 DAYS TO 75 CHILDREN IN THE PRTF, AND 363 DAYS TO 12 CHILDREN IN ALCOHOL AND OTHER DRUG ENTITY TREATMENT.
