The mortgage payable represents capital advance financing provided by hud. The capital advance does not bear interest and does not need to be repaid as long as the housing remains available to elderly or disabled persons for forty years. Failure to keep the housing available for elderly or disabled persons would result in hud billing the entire capital advance outstanding, plus interest, since the date of the first advance.
