Article vii requires periodic reviews to ensure fnph operates in a manner consistent with charitable purposes and does not engage in activities that could jeopardize its tax-exempt status. Periodic reviews include the following subjects: a. Whether compensation arrangements and benefits are reasonable, based on competent survey information, and the result of arm's length bargaining. B. Whether partnerships, joint ventures, and arrangements with management organizations conform to the organization's written policies and are properly recorded; reflect reasonable investment decisions and do not result in inurement, impermissible private benefit, or in an excess benefit transaction. C. Each fiscal year, each board member completes a conflict-of-interest form.

An annual performance evaluation of the executive director actual salary increases are based on a combination of performance and cost of living and are subject to budget constraints, salary caps and the established salary ranges.

The fnph board of directors establishes the compensation of the executive director and approves recommended compensation for all other staff positions. Job descriptions, which includes a salary range for each position, is adopted by this governing body. The process for determining compensation includes the use of a wage comparability study, the u.s. Department of labor's register of wage determinations under the service contract act and various other studies and resources.
