Governance Explanations

Form 990, Part VI, Section A, Line 1A

The executive committee shall consist of the president and designated medical directors from each member institution. The executive committee shall approve all committee appointments made by the president and approve the educational programs of the association. The executive committee shall govern the officers of the association in accordance to the articles of incorporation and bylaws. Additional responsibilities include fundraising for the association, approval of the central office policies and procedures, approval of the selection of an independent auditor to conduct annual audit of association accounts, and review and acceptance of the audit. The executive committee shall also ensure that the association does not engage in any activity which will jeopardize its federal or state tax exempt status. While the executive committee is authorized to act on behalf of the full governing body, such authority is limited and typically exercised only in emergency situations or when timely decisions are required between full board meetings. All actions taken under delegated authority are subject to ratification by the full board at its next scheduled meeting.

Form 990, Part VI, Section A, Line 6

The association shall be composed of the following classification of members: 1. Full members in accordance with the articles of incorporation, physicians licensed in the state of florida engaged in research and/or clinical practice of an area of specialty related to pediatric hematology/oncology who express a commitment to quality pediatric hematology/oncology care for florida's children qualify as full members. 2. Associate members individuals with training and expertise in disciplines other than medicine (such as nursing, social work, data management, pharmacy, biostatistics, etc.) related to the diagnosis or treatment of childhood cancer and blood disorders or have an interest in improving the care of children with cancer qualify as associate members. 3. Institutional members institutional membership competence requirement: an institutional member must meet the general criteria and guidelines for pediatric cancer centers established and published by the section on hematology-oncology of the american academy of pediatrics and the american society of pediatric hematology/oncology.

The bylaws may be altered, amended, repealed, or added to by an affirmative vote of two-thirds of the members present at the annual meeting or any special meeting properly called and constituted. Approval of the proposed bylaws changes may also be conducted by mail.

The conflict of interest policy is in place to maintain best practices for ensuring objectivity in research and preserve the credibility of the florida pediatric ncorp and its participating researchers, faculty, and professional staff through a transparent procedure for conflict disclosure and resolution. The policy is guided by federal regulatory requirements for the disclosure, review, management, and reporting of conflicts, mandated in the dhhs/phs regulations 42 cfr part 50. The policy applies to all florida pediatric ncorp participants, including researchers, faculty, and professional staff, who are involved in the design, conduct, or reporting of research. The policy requires investigators to disclose their significant financial interests and extramural activities that are reasonably related to their institutional responsibilities for the previous 12 months, as well as any estimated values for any significant financial interest or extramural activity expected over the next 12 months. All investigators must complete financial conflict of interest training. Investigators must update their disclosure forms within 30 days of receiving equity or remuneration for a new extramural activity or when they or their immediate family or household members acquire a new sfi related to an investigator's institutional responsibilities. The policy applies to all board members and directors. The principal investigator is responsible for reviewing and monitoring disclosures from all directors on-site and reporting any activities that may present a conflict of interest. Conflict determinations are made at the principal investigator level, and actual conflicts are reviewed annually prior to the board meeting. Individuals identified as having a conflict are subject to restrictions, including removal from the board and loss of voting rights. They are prohibited from participating in any deliberations or decisions related to the transaction or matter in question. These safeguards ensure that all decisions are made in the best interest of the organization and maintain compliance with federal and state tax-exempt requirements.

The program director's salary is assessed by the executive director on an annual basis at the time of the employee's annual performance evaluation. Increases are based on the cost of living increases, the employee's work performance, and availability of funds. A salary history is kept in the employee's personnel file. This process was last completed in 2024.

WITH THE COMBINED DATA SET, FAPTP STAFF CAN BETTER IDENTIFY THE INCIDENCE OF PEDIATRIC CANCER IN FLORIDA. STUDIES AND PROJECTS CURRENTLY OPEN INCLUDE: CALCULATING THE INCIDENCE OF PEDIATRIC CANCER IN EACH OF FLORIDA'S 67 COUNTIES TO IDENTIFY TEMPORAL OR GEOGRAPHIC TRENDS THAT WARRANT FURTHER INVESTIGATION EXAMINING POSSIBLE ASSOCIATION BETWEEN ENVIRONMENTAL HAZARDS AND POTENTIAL CANCER CLUSTERS. FAPTP SITES ACTIVELY PARTICIPATE IN CLINICAL TREATMENT TRIALS FROM THE CHILDREN'S ONCOLOGY RESEARCH BASE. FAPTP IS ALSO INVOLVED IN THE DEVELOPMENT OF NEW CANCER-CONTROL STUDIES; TWO CURRENT STUDIES HAVE BEEN APPROVED BY THE NCI FOR CANCER-CONTROL CREDIT AS INTERGROUP STUDIES WITH CHILDREN'S ONCOLOGY GROUP (COG).
