Mission and Program Overview

Mission

Seagull industries for the disabled (acquired by the arc of palm beach county, inc. On october 1, 2021) envisions a community where every person feels welcome, connected and accepted. The arc is changing the conversation around disabilities by defying definitions, inspiring possibilities and improving the lives of the people we serve, their families, and our community. In order to accomplish this mission, the arc operates programs throughout palm beach county which deliver services to individuals with developmental disabilities from infancy through adulthood, as well as to families in need of support. All activity, assets and liabilities are reported under the arc of palm beach county (59-0883386).

Seagull Industries for the Disabled, Inc. is also known as Seagull Services, helps adults and students with disabilities find success and fulfillment in their lives. As Seagull Services begins its 40th year, the mission remains true: to assist people to live in dignity and realize their life potential through education, training, employment, residential services, transportation and support services. People are assisted primarily throughout the greater Palm Beach and Martin County areas.

Governance Explanations

Form 990, Part VI, Section B, line 11B

Prior to filing the form 990, the Organization provides a copy of the return to the members of the board via e-mail requesting commentary or any suggested changes. The return was then discussed at the annual meeting with the independent accountant.

Form 990, Part VI, Section B, line 12C

Board members are required to abstain from voting on related party transactions. No board member or their businesses may have any financial dealings with Seagull Services.

Form 990, Part VI, Section B, line 15

The CEO was under the last year of a five year contract that was negotiated with the board of directors and with the help of an executive search agency that provided information regarding comparable salary and benefits for future use to guide change in compensation. There was no increase in salary during this fiscal year, but the board studied current 990's of comparable organizations in the geographic area to assure that the compensation continued to be appropriate. Salaries of other top staff are reviewed by CEO using information from comparable non-profit organization's 990's.

The audit report is reviewed at the annual meeting with the independent audit firm and presented by the independent auditor. There is an opportunity for beard discussion prior to approving the audit. The process has not changed from prior years.

Financial Statement Notes

Part X, Line 2:

Seagull follows FASB ASC 740-10, Accounting for Uncertainty in Income Taxes. This pronouncement seeks to reduce the diversity in practice associated with certain aspects of measurement and recognition in accounting for income taxes. It prescribes a recognition threshold and measurement attribute for financial statement recognition and measurement of a tax position that an entity takes or expects to take in a tax return. An entity may only recognize or continue to recognize tax positions that meet a "more likely than not" threshold. Seagull assesses its income tax positions based on management's evaluation of the facts, circumstances, and information available at the reporting date. Seagull uses the prescribed "more likely than not threshold when making its assessment. At adoption, Seagull did not record any cumulative effect adjustment, and Seagull did not accrue any interest expense or penalties related to tax positions. There are currently no open Federal or State tax years under audit.

Service includes medication management and oversight of health care to allow people with lifelong disabilities to live as independently as possible. In addition to room and board, these homes offer personal care and training that increases or maintains the level of independence of the residents and enhances their quality of life. Known as Seagull Place campus on Singer Island the group homes include family style living with 24-hour supervision, case coordination of health and wellness, activities, nutritious meals, and participation in social and community events. Transportation is provided to school, work, medical appointments or other day activities as well as evening and weekend activities.

SAIL is organized to educate children with learning challenges as well as an array of developmental disabilities. Students age 11 to 22 are offered innovative educational programs designed to help each student transition successfully to adult living through an academic and vocational curriculum, internships, community-based training, and extracurricular activities with an emphasis on arts and sports as well as a job placement and supported employment programs that are integral to the mission and outcomes. The graduation rate is 93% compared to the Palm Beach area rate of 77%. Over 50% of the students are employed by the time they finish school. Students also participated in a curriculum developed to expand teaching and internship opportunities to include greenhouse growing and technology. A community-based summer day camp enrichment program is offered for 7 weeks each summer under the auspices of the school. The student to staff ratio is 7 to 1.
