Form 990, Part III - Additional Information

Quest had a bevy of corporate accomplishments for 2021, including celebrating our 20th anniversary. After 5 years of dedicated work, the most impressive accomplishment was fully leasing the quest westside impact center (qwic). The qwic is a 30,000 s.f. Facility that will serve as the central hub of atlanta's westside. The qwic delivers housing, social services, and community development resources to the residents of atlanta's westside via three main pillars of community development: affordable housing, economic inclusion, and workforce development. Likewise, quest commons west opened in november 2021, a 53-unit affordable housing complex located on our campus. Other pipeline projects made significant progress including 102 units of permanent supportive housing in the grove park neighborhood which were marketed to cde's and other lenders. In addition, 139 units @ 4% bond/tax credit affordable housing development moved to the next stage of pre-development which included hud approval. Finally, a 40-unit senior complex in grove park was pending remobilization authorization from the state of georgia's department of community affairs. Quest became a neighborworks affiliate in 2021. For quest, it was important to become part of the neighborworks network to have a platform whereby we can work with other agencies across the nation to jointly tackle the complex issues related to low income housing. We also wanted to participate in programs to maintain healthy operations, measure our effectiveness, ensure our programs are meeting community needs, and solidify our long-term stability. We hope that being a neighborworks affiliate leads to long lasting relationships with similar organizations throughout the country who share our vision and mission for america where safe and healthy housing is provided to all citizens, regardless of income status. Quest positioned our health and housing mixed-use development model (supportive housing, health clinic, workforce development and food). We signed a memorandum of understanding with good samaritan health center for heritage at westlake to provide on-site physical and mental health services in support of quest's healthy housing model. In 2021, quest continued to prove its commitment to exceptional quality of care. Two out of 5 quest cares programs placed #1 and #2 for providing the highest quality of care among atlanta continuum of care providers. We also acquired full 3-year carf re-accreditation. Quest participated in multiple speaking and engagement opportunities including black-led community development corporations in august 2021 - ga act; neighborworks celebration conversation september 2021; the veterans honors program sponsored by renasant bank october 2021; and the home depot partnership webinar november 2021. Quest also received a proclamation from fulton county for 20 years of service. We also added 3 new board members to achieve capacity of 15 board members.

Form 990 - Amended Return

As of the due date of the organization's form 990, the organization's financial statements had not yet been finalized. Therefore, the form 990 was filed with preliminary information. The financial statements have now been finalized so the form 990 is being amended to reflect the final numbers. These changes include a $853,818 increase to total contributions on part viii of the form 990, line 1h, a $72,673 decrease to total functional expenses on part ix of the form 990, a $219,647 increase to total fixed assets on part x, line 10b of the form 990, a $1,474,065 decrease to total liabilities on part x, line 26 of the form 990, a prior period adjustment of $960,201 on part xi, line 8 of the form 990, and an overall increase of $1,886,692 to the net assets on part xi, line 10 on the form 990.

Financial Statement Notes

PART X, LINE 2:

Under section 501(c)(3) of the internal revenue code, quest community development organization (the organization), quest village iii, and qcdo support corporation are exempt from taxes on income other than unrelated business income. Unrelated business income results from rental income for the year ended december 31, 2021. There was no unrelated business income for the year ended december 31, 2020. 339 holly street qha, llc and quest community complex i, llc are disregarded entities fully owned and controlled by the organization, and these entities' activities are filed under the organization's tax return. The organization utilizes the accounting requirements associated with uncertainty in income taxes using the provisions of financial accounting standards board (fasb) asc 740, income taxes. Using that guidance, tax positions initially need to be recognized in the financial statements when it is more-likely-than-not the positions will be sustained upon examination by the tax authorities. It also provides guidance for derecognition, classification, interest and penalties, accounting in interim periods, disclosure and transition. As of december 31, 2021 and 2020, the organization has no uncertain tax positions that qualify for recognition or disclosure in the consolidated financial statements. Quest commons at historic vine city, lp (the partnership) is tax exempt for federal and state income tax purposes. Accordingly, the partnership's taxable income or loss passes through to, and is reported by the partners individually. Therefore, no provision for federal or state income tax has been made by the partnership for the years ended december 31, 2021 and 2020. The partnership believes it has support for any tax positions taken, and as such, does not have any uncertain tax positions that are material to the consolidated financial statements.
