Regularly monitors and enforces compliance with the conflict of interest policy by having the board of directors and top management complete a conflict of interest form to be maintained in the organization's records and to determine if any current or possible future contracts should be evaluated due to a conflict. Form 990, Part III, Line 4A

In 1998, the thomasville community resource center (tcrc) began operating an after-school program to provide a safe and affordable place for children to grow and learn during critical afterschool hours. The tcrc bright from the start licensed afterschool and summer program (asp) serves students between the ages of 4 - 12 years. This afterschool and summer program is funded primarily through donations, local foundations, parent fees, and the children and parent services program (caps). Low weekly rates ensure that quality services are affordable to low-income families. The tcrc asp currently serves 65 students with academic support, tutoring, homework, arts programs through the south georgia ballet in the step-up program social emotional curriculum, stem projects, volunteer students from thomas university, florida agriculture & mechanical university, and southern regional technical. Student enrollment increases to 95 in the summer. Tcrc has had the great pleasure to operate as a 21st century community learning center (21st cclc) provider since 2008. External contractors evaluate all 21st cclc program sites. Qualitative and quantitative data is collected to measure program impact at three sites in thomas and mitchell counties. The primary focus of the outcome evaluation is the examination of the extent to which the 21st cclc achieved the project objectives. This opportunity has allowed the organization to expand its afterschool program with the over-arching goal of improving academic achievement, behavior, and increasing parental involvement. The sites are grant funded with tcrc as a "sub-recipient" to the georgia department of education. This year over 300 children from k - 5th grade were served at the 3 school-based 21st cclc locations. Certified teachers and para-professionals provide academics and homework help. Project based learning activities are provided based on steam. All program locations are evaluated whether it is an external or internal evaluation. With new funding from the ga-doe, enrollment numbers have begun to return to normal. In addition to the 21st cclc, we have received an additional fund award from the department of education called boost learning loss. Funds will be used to reach 100 students with learning loss from covid. Boost and 21st cclc require data collection, independent evaluation and assessments for students to measure gains in educational standards with the greatest emphasis is working on grade level and on time graduation. We serve students in thomas, mitchell and grady counties. We operate a full day 2 and 3 year early learning program with plans to expand the program due to center closure during covid. The introduction of the division of human services - department of families and children services (dhs-dfcs) afterschool program, funding in 2016, provided an opportunity for tcrc to focus on foster children, children in relative care situations (with emphasis on grandparents raising young children) and homeless children. The dhs funding gives us an opportunity to serve children in rural cities in thomas county where there is no transportation. We serve 30 students at the varnedoe street location and 30-40 students per the site in the thomas county school system (cross creek, garrison and thomas county middle school). The tcrc parent-child home program (pchp) works to close the achievement gap by giving low-income parents the tools, skills, and encouragement to prepare their children for school success. Using books and educational toys, that are gifts to the family, trained home visitor's model reading, play, and conversation activities in families with children from 1 to 3 years of age. Pchp is an evidence-based early literacy, parenting, and school readiness model established in 1979. The program interaction gives the parent an opportunity to gain confidence and recognize they are their child's first and most important teacher, as well as engage the child in early literacy. THE TCRC BRIGHT FROM THE START LICENSED AFTERSCHOOL AND SUMMER PROGRAM (ASP) SERVES STUDENTS BETWEEN THE AGES OF 4 - 12 YEARS. THIS AFTERSCHOOL AND SUMMER PROGRAM IS FUNDED PRIMARILY THROUGH DONATIONS, LOCAL FOUNDATIONS, PARENT FEES, AND THE CHILDREN AND PARENT SERVICES PROGRAM (CAPS). LOW WEEKLY RATES ENSURE THAT QUALITY SERVICES ARE AFFORDABLE TO LOW-INCOME FAMILIES. THE TCRC ASP CURRENTLY SERVES 65 STUDENTS WITH ACADEMIC SUPPORT, TUTORING, HOMEWORK, ARTS PROGRAMS THROUGH THE SOUTH GEORGIA BALLET IN THE STEP-UP PROGRAM SOCIAL EMOTIONAL CURRICULUM, STEM PROJECTS, VOLUNTEER STUDENTS FROM THOMAS UNIVERSITY, FLORIDA AGRICULTURE & MECHANICAL UNIVERSITY, AND SOUTHERN REGIONAL TECHNICAL. STUDENT ENROLLMENT INCREASES TO 95 IN THE SUMMER. TCRC HAS HAD THE GREAT PLEASURE TO OPERATE AS A 21ST CENTURY COMMUNITY LEARNING CENTER (21ST CCLC) PROVIDER SINCE 2008. EXTERNAL CONTRACTORS EVALUATE ALL 21ST CCLC PROGRAM SITES. QUALITATIVE AND QUANTITATIVE DATA IS COLLECTED TO MEASURE PROGRAM IMPACT AT THREE SITES IN THOMAS AND MITCHELL COUNTIES. THE PRIMARY FOCUS OF THE OUTCOME EVALUATION IS THE EXAMINATION OF THE EXTENT TO WHICH THE 21ST CCLC ACHIEVED THE PROJECT OBJECTIVES. THIS OPPORTUNITY HAS ALLOWED THE ORGANIZATION TO EXPAND ITS AFTERSCHOOL PROGRAM WITH THE OVER-ARCHING GOAL OF IMPROVING ACADEMIC ACHIEVEMENT, BEHAVIOR, AND INCREASING PARENTAL INVOLVEMENT. THE SITES ARE GRANT FUNDED WITH TCRC AS A "SUB-RECIPIENT" TO THE GEORGIA DEPARTMENT OF EDUCATION. THIS YEAR OVER 300 CHILDREN FROM K - 5TH GRADE WERE SERVED AT THE 3 SCHOOL-BASED 21ST CCLC LOCATIONS. CERTIFIED TEACHERS AND PARA-PROFESSIONALS PROVIDE ACADEMICS AND HOMEWORK HELP. PROJECT BASED LEARNING ACTIVITIES ARE PROVIDED BASED ON STEAM. ALL PROGRAM LOCATIONS ARE EVALUATED WHETHER IT IS AN EXTERNAL OR INTERNAL EVALUATION. WITH NEW FUNDING FROM THE GA-DOE, ENROLLMENT NUMBERS HAVE BEGUN TO RETURN TO NORMAL. IN ADDITION TO THE 21ST CCLC, WE HAVE RECEIVED AN ADDITIONAL FUND AWARD FROM THE DEPARTMENT OF EDUCATION CALLED BOOST LEARNING LOSS. FUNDS WILL BE USED TO REACH 100 STUDENTS WITH LEARNING LOSS FROM COVID. BOOST AND 21ST CCLC REQUIRE DATA COLLECTION, INDEPENDENT EVALUATION AND ASSESSMENTS FOR STUDENTS TO MEASURE GAINS IN EDUCATIONAL STANDARDS WITH THE GREATEST EMPHASIS IS WORKING ON GRADE LEVEL AND ON TIME GRADUATION. WE SERVE STUDENTS IN THOMAS, MITCHELL AND GRADY COUNTIES. WE OPERATE A FULL DAY 2 AND 3 YEAR EARLY LEARNING PROGRAM WITH PLANS TO EXPAND THE PROGRAM DUE TO CENTER CLOSURE DURING COVID. THE INTRODUCTION OF THE DIVISION OF HUMAN SERVICES - DEPARTMENT OF FAMILIES AND CHILDREN SERVICES (DHS-DFCS) AFTERSCHOOL PROGRAM, FUNDING IN 2016, PROVIDED AN OPPORTUNITY FOR TCRC TO FOCUS ON FOSTER CHILDREN, CHILDREN IN RELATIVE CARE SITUATIONS (WITH EMPHASIS ON GRANDPARENTS RAISING YOUNG CHILDREN) AND HOMELESS CHILDREN. THE DHS FUNDING GIVES US AN OPPORTUNITY TO SERVE CHILDREN IN RURAL CITIES IN THOMAS COUNTY WHERE THERE IS NO TRANSPORTATION. WE SERVE 30 STUDENTS AT THE VARNEDOE STREET LOCATION AND 30-40 STUDENTS PER THE SITE IN THE THOMAS COUNTY SCHOOL SYSTEM (CROSS CREEK, GARRISON AND THOMAS COUNTY MIDDLE SCHOOL). THE TCRC PARENT-CHILD HOME PROGRAM (PCHP) WORKS TO CLOSE THE ACHIEVEMENT GAP BY GIVING LOW-INCOME PARENTS THE TOOLS, SKILLS, AND ENCOURAGEMENT TO PREPARE THEIR CHILDREN FOR SCHOOL SUCCESS. USING BOOKS AND EDUCATIONAL TOYS, THAT ARE GIFTS TO THE FAMILY, TRAINED HOME VISITOR'S MODEL READING, PLAY, AND CONVERSATION ACTIVITIES IN FAMILIES WITH CHILDREN FROM 1 TO 3 YEARS OF AGE. PCHP IS AN EVIDENCE-BASED EARLY LITERACY, PARENTING, AND SCHOOL READINESS MODEL ESTABLISHED IN 1979. THE PROGRAM INTERACTION GIVES THE PARENT AN OPPORTUNITY TO GAIN CONFIDENCE AND RECOGNIZE THEY ARE THEIR CHILD'S FIRST AND MOST IMPORTANT TEACHER, AS WELL AS ENGAGE THE CHILD IN EARLY LITERACY.
