The ptsc defines "members" as those companies or properties in the perimeter sub-market that either use a certain level of the ptsc's products and services ("non-charter members") or those that provided seed funding to the perimeter transportation coalition prior to 2002 and the founding of the community improvement districts (called "charter members")
