Governance Explanations

Form 990, Page 6, Part VI, Line 11B

The chief financial officer reviews a draft of the 990 and once any and all adjustments and or corrections are made a draft of the 990 is emailed to each board member for review and any and all comments prior to being finalized and prior to being filed. The 990 is presented to the board during a monthly meeting by our independent auditors, then the approval of the 990 is voted on by the board.

Form 990, Page 6, Part VI, Line 12C

The conflict-of-interest policy was added to our bylaws and is reviewed annualy usually at our august board meeting, when new board members are elected. There is a full explanation of the policy followed by a discussion of what items could constitute a conflict of interest. A board member with a conflict of interest is asked to recuse themselves from the discussion. All discussions are documented in the board minutes.

On an annual basis, the performance and compensation of the chief executive officer of the families and communities rising, inc ("fcr") are evaluated by the executive committee of the board of directors, which is composed of the board president, treasurer, and vice president/secretary. The executive committee meets with the chief executive officer to review the past year's activities and then a further discussion is held after the chief executive officer leaves the room to determine whether a salary adjustment is merited. Prior to meeting with the chief executive officer, the fcr human resources department provides the executive committee a copy of the most recent fcr job classification and salary schedule that is board approved and is based on relevant market data from the foreign labor certification data center online wage library, region iv head start ceo/executive director salary ranges and the nc center for non-profits to assure that the chief executive officer's compensation is in line with similar organizations. After the evaluation, the executive committee reports to the full board and the report is documented in the minutes of the meeting. All other employees' compensation is determined by the project director and approved by the chief executive officer and the following five factors are taken into account: (1) the nature and scope of the job, (2) what other employers pay their employees for comparable positions, (3) individual performance, (4) experience & longevity and (5) budget. Form 990, Page 2, Part III, Line 4A

Fcr head start/early head start programs promote school readiness of children ages birth to five from low-income families by supporting the development of the whole child in durham and orange county, north carolina. The programs serve the most vulnerable young children in our service areas to succeed in school and in life beyond school. In addition, the program also serves pregnant mothers in the home-based program option. To achieve this, our early head start programs deliver services to children and families in core areas of early learning, health, and family well-being while engaging parents every step of the way. The fcr head start/early head start programs are funded to serve 714 students. Head start/early head start arp- the american rescue plan funds are supplemental grant funds to provide additional covid support for the head start and early head start program which is funded to serve 714 children and families. The funding will assist the program in adding additional education and family engagement staff, provide for weekly classroom and office sanitation and provide summer care of 4-year-old head start students in the summers of 2021 and 2022 for orange and durham counties.

The project's endowment consists of a donor-restricted endowment that will provide scholarships for low-income children who graduate from high school and qualify for college or other institution of higher education, including technical or trade schools.

THE PROGRAMS SERVE THE MOST VULNERABLE YOUNG CHILDREN IN OUR SERVICE AREAS TO SUCCEED IN SCHOOL AND IN LIFE BEYOND SCHOOL. IN ADDITION, THE PROGRAM ALSO SERVES PREGNANT MOTHERS IN THE HOME-BASED PROGRAM OPTION. TO ACHIEVE THIS, OUR EARLY HEAD START PROGRAMS DELIVER SERVICES TO CHILDREN AND FAMILIES IN CORE AREAS OF EARLY LEARNING, HEALTH, AND FAMILY WELL-BEING WHILE ENGAGING PARENTS EVERY STEP OF THE WAY. THE FCR HEAD START/EARLY HEAD START PROGRAMS ARE FUNDED TO SERVE 714 STUDENTS. HEAD START/EARLY HEAD START ARP- THE AMERICAN RESCUE PLAN FUNDS ARE SUPPLEMENTAL GRANT FUNDS TO PROVIDE ADDITIONAL COVID SUPPORT FOR THE HEAD START AND EARLY HEAD START PROGRAM WHICH IS FUNDED TO SERVE 714 CHILDREN AND FAMILIES. THE FUNDING WILL ASSIST THE PROGRAM IN ADDING ADDITIONAL EDUCATION AND FAMILY ENGAGEMENT STAFF, PROVIDE FOR WEEKLY CLASSROOM AND OFFICE SANITATION AND PROVIDE SUMMER CARE OF 4-YEAR-OLD HEAD START STUDENTS IN THE SUMMERS OF 2021 AND 2022 FOR ORANGE AND DURHAM COUNTIES.
