Management of the organization was performed by capital realty group, inc.under the terms of the management agreement approved by hud, the management agent manages the organization.

The management agent reviews the 990 and further reviews are conducted by the board president and facility manager.

Form 990, Part VI, Section B, Line 12C

The managing organization regularly and consistently monitors and enforces compliance with its conflict of interest policy as follows: 1. The organization's corporate bylaws require that each of the board of director members disclose annually, in writing, interests that could be construed as a conflict of interest. 2. On november 1, 1999, the organization adopted a corporate compliance policy and program applicable to directors, officers, key employees, and all other employees, which is inclusive of a conflict of interest policy. The purpose of the corporate compliance policy, which extends to every facility, proves the organization is committed to conducting its business ethically and in conformance with all applicable laws, regulations, rules and standards. 3. The corporation is a participant in the u.s. Housing and urban development (hud) section 202 low-income, elderly, housing program. The hud 202 program, as a general premise prohibits persons with an "identity of interest", for example, the directors of the organization cannot engage (participate) in any conflict of interest transactions and/or scenarios. Plus, the corporation follows all state and federal law, and it is in compliance with the above mandate.

The tenant security deposit account was established according to hud regulations for safekeeping of the tenant's initial rental deposits. Additions to this account occur when a tenant moves in and as interest accrues. Disbursement of these funds can only be made when a tenant vacates the apartment.
