Membership on the board is by recommendations from the parents, staff, other board or policy council members, volunteers and community members in accordance with the by-laws. The full board votes on the nominated person. According to head start guidelines, mcintosh must have individuals on the board with expertise in early childhood education, business administration/ finance or community affairs and legal or use consultants for those areas if no members qualify. Mcintosh also strives to have members representing all seven of the counties the organization serves.

A conflict of interest policy is included in the organization's code of conduct. Employees, board members and policy council members are asked to sign the code of conduct annually.
