Governance Explanations

Form 990, Part VI, Section B, Line 11B

The form 990 is presented to the board of directors for their review and the board is given an opportunity to ask questions of the executive director, fiscal director and/or the independent accountant who prepared the form 990. The board offers input and approves the form 990 before filing with the internal revenue service.

Form 990, Part VI, Section B, Line 12C

The conflict of interest policy is reviewed annually with the board of directors at which time they complete a signed declaration of any conflicts of interest which exist. From time to time a real or perceived conflict of interest is reported at which time the board of directors determines the appropriate action for dealing with the conflict.

Form 990, Part VI, Section B, Line 15

A wage comparability study focused on non profit wages in the organization's geographic area is conducted by the human resources director every 3-4 years. A study was performed in 2023. The results of the wage comparability study are used to create salary ranges for every position. The board of directors reviews the wage comparability study and approves the salary ranges for use in determining compensation. Compensation for the executive director is determined by the board of directors. Compensation for the five executive level managers is determined by the executive director based upon performance and within the salary ranges approved by the board of directors.

Financial Statement Notes

PART V, LINE 4:

Tallatoona community action partnership, inc.'s (tcap) endowment consists of an endowment set up by the cartersville-bartow community foundation. Tcap's endowment fund is held by the community foundation of northwest georgia, inc. (cfng). Cfng has adopted investment and spending policies for endowment assets that attempt to provide a predictable stream of funding to programs supported by its endowment while seeking to preserve the purchasing power of the endowment assets. Endowment assets are invested in a manner to protect principal, grow the aggregate portfolio value in excess of the rate of inflation, and achieve an effective annual rate of return that is equal to or greater than the designated benchmarks for the various types of investment vehicles and to ensure that any risk assumed is commensurate with the given investment vehicle and tcap's objectives.

PART X, LINE 2:

Tallatoona community action partnership, inc. Is required to assess whether it is more likely than not that a tax position will be sustained upon examination on the technical merits of the position assuming the taxing authority has full knowledge of all information. If the tax position does not meet the more likely than not recognition threshold, the benefit of that position is not recognized in the financial statements. Tallatoona community action partnership, inc. Has determined there are no amounts to record as assets or liabilities related to uncertain tax positions.

IRS990/Desc0ENERGY ASSISTANCE - LOW INCOME HOME ENERGY ASSISTANCE PROGRAM (LIHEAP) IS A PROGRAM THAT THE ORGANIZATION PROVIDES TO ALL QUALIFYING LOW-INCOME FAMILIES, DISABLED INDIVIDUALS AND ELDERLY IN THE ORGANIZATION'S EIGHT COUNTY SERVICE DELIVERY AREA. THE LIHEAP FUNDS CAN ASSIST WITH STARTING NEW HEATING SERVICES, PAYING TANK RENTALS AND/OR DELIVERY, AND TO STOP THE DISCONNECT OF HEATING SERVICES. IN FISCAL YEAR 2024 THE ORGANIZATION ASSISTED 24,053 PARTICIPANTS THROUGH THE REGULAR LIHEAP PROGRAM AND 1,477 THROUGH OUR LIHEAP WATER PROGRAM.
