“The organization has members who historically elected one or more members of the governing body, but since 2016, members of the governing body have been elected by the board of trustees. The board has a nominating committee that receives and reviews names of potential new board members, including from members if so submitted, and then makes recommendations to the board for election to the governing body. The five commissioners must be approved by the city of columbia to serve five year terms.”
