The purpose of the organization is to stimulate active participation in the great commission, to foster healthy relationships with the church, and to promote community wide transformation.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

Human Resources monitors and provides guidance for reducing risks related to potential Conflicts of Interest. For example, we track known relationships between employees and guide supervisors on ensuring family members are not in direct reporting relationships. We also track known outside employment and guide staff and supervisors on the boundaries and responsibilities of each party.

Form 990, Part VI, Line 15A: Compensation Review & Approval Process - CEO, Top Management

To determine base wage ranges, in August of each year, as new positions are requisitioned, and as we are alerted to trending significant wage changes for similar jobs, the Human Resources team conducts a comprehensive market wage analysis comparing local averages as well as known partner/competitor agency wages alongside our budget and in comparison with internal positions holding substantially similar duties. Annual Market Adjustments are reviewed and approved by the Head of Finance, President, Executive Vice President, and Board of Directors. Annual Cost of Living Adjustments are effective April 1, based on the prior Calendar Year's Consumer Price Index, subject to funding availability and approval by the Head of HR, Head of Finance, President, Vice President, and Board of Directors. With base wage ranges set as described above, prior to making an offer of employment (or offer of transfer/promotion, or notice of demotion), the HR team conducts an individualized assessment of the candidate/employee's documented education and experience against our Education & Experience Considerations rubric and proposes an appropriate wage. The hiring supervisor then submits a Staffing Change Request which must be approved by both the Head of Finance (unless the employee reports directly to the Head of Finance, in which case either the President or Executive Vice President may approve in her place), AND the Department Head (unless the employee reports directly to the Department Head, in which case the Head of Human Resources may approve. If the employee reports directly to the Head of Human Resources, then the President or Vice President may approve in her place). In general, the Organization does not negotiate individual wage changes outside our Education & Experience Considerations, however--in rare cases where, for example, a role has been vacant a significant period of time leading to inefficiencies and risk of turnover among the team, and the candidate is considered highly desirable due to culture fit/culture add, personality, network, transferrable skills not listed in the Education & Experience Considerations, or other "intangible" factor, hiring supervisors may request approval to add up to $0.50/hr ($1,040/yr) one-time "It Factor" to the previously offered starting rate (which does not carry with the employee in future Wage Analyses/promotions). Alternatively, the hiring supervisor may request approval to include the upcoming COLA in a new hire's rate of pay as a signing incentive (the new hire then does not receive an additional COLA in April as their rate already includes the adjustment).

Form 990, Part III, Line 2: New Services

In 2021, City Net started new non-congregate emergency shelter projects in Hemet, Norco, San Jacinto and across Santa Barbara County, and added new street outreach and engagement projects in Whittier, San Diego, and Murrieta. Also, City Net expanded its innovative multi-disciplinary response teams (MDRT), which divert calls for homeless services that would normally fall to cities and law enforcement to teams of unarmed, trained homeless services professionals, to the city of Santa Ana.

In 2021, a few projects related specifically to keeping homeless neighbors safe during the COVID-19 global pandemic came to an end due to discontinued funding upon successful completion of the projects.
