The organization's primary purpose is to provide a continuing mechanism through which state agencies, federal agencies, the regulated industries and professions, and others can work to increase the effectiveness and efficiency of state and national efforts to prevent and control drug abuse, yet provide mechanisms to make the class of drugs known as controlled substances reasonably available to those persons who have a true medical need for these drugs. This is accomplished by providing a neutral forum during the fall of each year for the exchange of ideas, information, and views on legal and regulatory issues relating to controlled substances.

“Accounting for uncertain tax positions the association adopted accounting rules that prescribe when to recognize and how to measure the financial statements effects, if any, of income tax positions taken or expected to be taken on its income tax returns. These rules require management to evaluate the likelihood that, upon examination by relevant taxing jurisdictions, those income tax positions would be sustained. Based on evaluation, if it were more than 50% probable that a material amount of income tax would be imposed at the entity level upon examination by the relevant taxing authorities, a liability would be recognized in the accompanying balance sheet along with any interest and penalties that would result from that assessment. Should any such penalties and interest be incurred, the association's policy would be to recognize them as operating expenses. Based on the results of management's evaluation, adoption of the rules did not have a material effect on the association's financial statements. Further, no interest or penalties have been accrued to or charged to expense as of august 31, 2018. The association's income tax returns are subject to examination by taxing authorities for a period of three years from the date they are filed. As of august 31, 2018, the following tax years are subject to examination: jurisdiction open years for filed returns returns to be filed in 2018 federal 2014-2016 2017”
