Other program services 4: capital heights is a single family housing developments on the bus lines, close to the inner city used to house low to moderate income families. These units increased the number of affordable housing for the low to moderate income residents of richland county. Other program services 5: 35 single family homes through the purchse of ts martin llc. Units are low income housing under the lithc program. Other program services 6: sale and use of 20 single family homes from affordable housing stock.
