Mission and Program Overview

Mission

The purpose and object of this organization is to provide efficient and highly trained Fire and EMS services to residents, and visitors who live and/or conduct business within the Brewster-Southeast Joint Fire District which is located in Putnam County, New York. The Brewster Fire Department, Inc. maintains a roster of approximately 125 members (Fire and EMS). Of the 125 Fire and EMS members who volunteer their time, 100 of these members are classified as "Active Members" as defined under the Department's By-Laws. The "Active Members" of the Brewster Fire Department provide Fire and EMS protection services to over 20,000 residents, covering over 34 square miles. The "Active Members" of the Brewster Fire Department are highly trained, and respond to over 2,200 Fire and EMS calls each year.

Members of the Department have the right to elect the Officers and Directors of the Governing Body; as such it is the Membership that controls the appointment of the Governing Body.

The governing board holds elections once a year to elect its officers.

Form 990, Part VI, Section B, line 11B

The draft of IRS Form 990 was provided to all elected Administrative Officers of the Department for review, commentary and revision. Final approval to file the annual IRS form 990 was discussed and voted on by the Department's Board of Directors. The Board of Directors then instruct the President of the Department to affix his/her name and signature on the 990, and promptly file the 990 with the IRS.

The Members of the Fire Department, serving the Brewster Fire District, are bound by the Code of Ethics established, and in force, by the District. Every member signs a release stating that they have received the Code of Ethics and will abide by the provisions set forth therein. Should a conflict arise, members are expected to immediately disclose full particulars to all the officers of the Department and the District; Members must hold themselves apart from any actions involving the Department. The Brewster Fire Department Inc., does not have a specifically stated Conflict of Interest policy. The Department follows the Brewster-Southeast Joint Fire District's Conflict of Interest policy

The members of the Brewster Fire Department, serving the Brewster-Southeast Joint Fire District, are bound by the Code of Ethics established, and currently enforced by the Brewster-Southeast Joint Fire District ("The District"). Every member of the Brewster Fire Department, Inc. must sign an acknowledgment letter stating that they have received a copy of the "District's" policy. The acknowledgement further states that the member of the Brewster Fire Department, Inc. must abide by the provisions contained in the "District's" policy. In the event that a conflict arises, the member(s) must immediately notify the Administrative Officers of the Brewster Fire Department, Inc. The member(s) must disclose (in writing) the specific nature of the conflict to the Administrative Officers of the Brewster Fire Department, Inc. The member(s) must completely recuse themselves from any and/or all actions that pertain to the issue and/or issues surrounding the conflict.

Financial Statement Notes

Part X, Line 2:

The Department is exempt from the federal income tax under section 501(c)(3) of the Internal Revenue Code. However, income (if any) from certain activities not directly related to the Department's tax-exempt purpose is subject to taxation as unrelated business income. All significant tax positions have been considered by management and it has been determined that it is more likely than not that all tax positions would be sustained upon examination by taxing authorities. The Department is required to file a Return of Organization Exempt from Income Tax (Form 990) which is subject to examination by the Internal Revenue Service up to three years from the extended due date of the tax return. Management does not believe that any material uncertain tax positions exist. The tax periods open to inspection by taxing authorities is 2021-2023.

IRS990/MissionDesc0The purpose and object of this organization is to provide efficient and highly trained Fire and EMS services to residents, and visitors who live and/or conduct business within the Brewster-Southeast Joint Fire District which is located in Putnam County, New York. The Brewster Fire Department, Inc. maintains a roster of approximately 125 members (Fire and EMS). Of the 125 Fire and EMS members who volunteer their time, 100 of these members are classified as "Active Members" as defined under the Department's By-Laws. The "Active Members" of the Brewster Fire Department provide Fire and EMS protection services to over 20,000 residents, covering over 34 square miles. The "Active Members" of the Brewster Fire Department are highly trained, and respond to over 3,000 Fire and EMS calls each year.

However, income (if any) from certain activities not directly related to the Department's tax-exempt purpose is subject to taxation as unrelated business income. All significant tax positions have been considered by management and it has been determined that it is more likely than not that all tax positions would be sustained upon examination by taxing authorities. The Department is required to file a Return of Organization Exempt from Income Tax (Form 990) which is subject to examination by the Internal Revenue Service up to three years from the extended due date of the tax return. Management does not believe that any material uncertain tax positions exist. The tax periods open to inspection by taxing authorities is 2021-2023.
