Governance Explanations

Form 990, Part VI, Section A, line 7A

Per the organization's bylaws the University of Wisconsin-Barron County and Wisconsin Indianhead College shall each have the right to appoint two individuals on the Board of Directors. Until such time that the financial guarantee by West Central Community Action Agency, Inc. ("West CAP") is extinguished and the Corporation's financial obligations to West CAP have been satisfied, West CAP shall select one individual to serve on the board of directors.

Any amendment to the Bylaws or Articles of Incorporation that affects the rights of either or both schools who elect members of the governing body shall require the approval of the school so affected.

Part X, Line 2:

The Organization is required to assess whether it is more likely than not that a tax position will be sustained upon examination on the technical merits of the position assuming the taxing authority has full knowledge of all information. If the tax position does not meet the more likely than not recognition threshold, the benefit of that position is not recognized in the financial statements. IRS990/Desc0Glenwood Commons provides low income and student housing to individuals residing in and or attending one of the two public colleges in Rice Lake, Wisconsin.Working closely with the leadership of Wisconsin Indianhead Technical College (WITC) and the University of Wisconsin-Barron County (UW-BC), both located in Rice Lake, Wisconsin, Glenwood Commons has since it opened served as a residence for students. Until Glenwood Commons opened there were few, if any options for students to live near either campus. With an on-site resident assistant, pod designed rooms (typical of modern residence halls) and collegial study areas, the facility offers students at both colleges the opportunity to live close to and walk to school. From the outset, leadership of the two colleges has been involved in the administration and direction of the organization which both schools have funded.
