Mission and Program Overview

Mission

The organizations primary exempt purpose and mission is to support services that provide opportunities for every child to grow into his or her potential as a person. The Local Partnership will provide Smart Start services as approved by The North Carolina Partnership for Children, Inc. The approved services to be purchased or provided under this contract are limited to those indicated and described below.

Major Activities

Activity 2
QUALITY MATTERS: Quality Matters will employ up to 2 FTE Quality Staff to provide technical assistance (TA) to licensed child care facilities to create Learning Environment Plans (LEP) to provide a framework for increasing or maintaining program quality for grant and incentive approved awardees. The quality improvement grant focused LEP, for legally operating facilities up to 3 stars, will include plans for program improvements; including materials, teacher-child interactions, classroom arrangement, and training needs. The Quality Improvement grant will provide up to $1,750 per child care home and $3,500 per child care center. The incentive focused LEP, for 4 and 5 star facilities, will include plans to help increase low scores on the Environment Ratings Scales and maintain high scores. This LEP will focus on short-term goals in five categories: teacher training/professional development, classroom environments, curriculum implementation, sanitation/health/safety and pre-emergent literacy. Child Care facilities will be eligible for incentives of $500 for four star homes and $1,000 for five star homes and $1,000 for four star centers and $2,000 for five star centers. Facilities are eligible for either the grant or incentive per fiscal year. The Quality Staff may develop and provide TA for non-grantees upon request. Refreshments may be served at information and trainings sessions.

EARLY CHILDHOOD PROFESSIONAL DEVELOPMENT: Up to one full time Professional Development Coordinator will administer Professional Development to Early Childhood Professionals. Technical assistance will be offered to encourage child care professionals to pursue a higher level of education in the field of Early Childhood Education. The activity may issue incentives and awards to eligible child care professionals who have declared a major in Early Childhood Education and have successfully completed semester credit hours toward their degree. Technical assistance will be provided by the Coordinator, to incentive participants and other interested child care professionals to create or modify professional development plans, access existing financial support and compensation programs, complete the registration process for coursework, and access other resources as appropriate. The Coordinator will work closely with community college and university registrars and admission departments to obtain course information and remain knowledgeable of all institutional requirements.

IRS990/ActivityOther/Description0Program Evaluation and Coordination - Program Evaluation/Coordination (PE/C) may employ up to one full time Program Evaluation/Coordination staff person, to provide Evaluation/Coordination. Up to two additional staff persons may cost allocate time to this activity. The program will offer technical assistance (TA) to all Service Providers. Individualized meetings and/or training sessions and technical assistance TA will may be held with all service providers to orient them to Program Evaluation/Coordination and to provide an opportunity to assist with the development of outcome strategies. TA will be provided on-site or telephonically to ensure the quality of service provision, to encourage program development, and to assist in the delivery of services. PE/C will offer on-going TA and conduct an on-going evaluation with all service providers to include reviewing and measuring activity outputs and outcomes, and reporting efficiency and effectiveness of each program on a quarterly basis. PE/C will monitor each activity to assess compliance with the funded activity description at a frequency consistent with the Monitoring Policies and Procedures and PE/C will provide bi-annual reports to the partnership board as well as the Finance/Grant Review Committee. Program Evaluation/Coordination will host an annual community planning event to assess community needs, and may serve refreshments at sanctioned events.
IRS990/ActivityOther/Description1Child Care Health Project - Up to a full-time Child Care Health Consultant (CCHC), a Registered Nurse member employed by the Pender County Health Department and trained by the NC Childcare Health and Safety Resource Center will offer health consultation, guidance, and technical assistance to child care providers and children ages 0 -5 years. Activities will include: (1) providing education and consultation to child care providers on health related topics; (2) assisting facilities with maintaining compliance with health and safety regulations; and 3) assisting families in finding medical and dental homes for their children and enrolling in health insurance. The CCHC will work with the Quality Team to increase/maintain star ratings and will provide health and safety information for the partnership's quarterly newsletter. The CCHC will provide services during the traditional and non-traditional workweek, making adjustments to meet the needs of the child care community. All data will be maintained by the CCHC and a monthly report will be given to Smart Start of Pender County. The CCHC will provide a minimum of 4 educational workshops, which will be tracked by the CCHC using the sign-in sheet. Refreshments may be served at trainings.
IRS990/ActivityOther/Description2Raising A Reader - Smart Start of Pender County will implement Raising A Reader, a program that promotes daily book sharing between parents and their young children. Community Coordinators will train eligible child care providers that have been identified to participate in this project. Classrooms in child care centers with a 3, 4 or 5 star rating will be targeted and will loan identified families a numbered book bag containing high quality children's books. The books will be exchanged each week. Shared reading sessions will take place in the child care centers at least once a week for at least 26 weeks. Parents of children in the project will be invited to participate in at least 4 family literacy events where they will learn book sharing strategies. Families will be invited to attend at least one young children's event at the local library and will be encouraged to apply for a library card. Parents who complete pre- and post- surveys, attend the 4 parent workshops and the event at the library may be eligible for an incentive for participation. Smart Start funds may also be used for staff training, meeting expenses, food, books for children, child care for participants, and other contracted services.

IRS990/Description0CHILD CARE RESOURCE AND REFERRAL: Child Care Resource and Referral (CCR&R) may employ a Program Manager, up to 2 Resource Specialists or Parent Educators, one Program Support Assistant, and a Professional Development Coordinator. CCR&R will collaborate with the Region 4 lead agency to offer consumer education to provide information to help parents and caregivers make informed choices about child care. CCR&R will serve as a resource center for caregivers of children 0-5, early childhood educators and community members, and maintains a resource library where members have access to educational materials. The Program Manager may provide programmatic oversight of Quality and Professional Development activities, facilitate communication among those who provide TA to child care facilities, coordinate and/or provide trainings for early childhood educators, and assist with coordinating trainings for parents. Classroom management tools and refreshments may be provided at workshops and events. CCR&R may host an annual "child care provider" recognition event and an annual child care professional conference. CCR&R and resource library services are typically available Monday-Thursday, 8:00 AM. to 5:00 PM., Fridays, 8:00 AM to 1:00 PM, the first Saturday of each month from 9:00 a.m. to 12:00 p.m., and other times, based on community needs.
