Mission and Program Overview

Mission

Through smart start and nc pre-k funding, we support and monitor programs to ensure all young children, ages birth to five, in north carolina enter school healthy and ready to succeed.

Major Activities

Activity 2
Child care and education quality - smart start funds support 5 child care quality programs: child care resource & referral(ccr&r), quality enhancement, quality maintenance, professional development, and wage$. Ccr&r served 164 families needing child care. 90% of parents receiving referrals and information used the information provided when making their child care selection. Ccr&r also provides child care facilities in lee county and surrounding counties with training and technical assistance related to quality improvement and offers trainings on child care related topics. 107 child care facilities were served, 57 trainings were offered, 427 child care professionals attended trainings and 95% of child care professionals who attended a training increased their knowledge of the topic being presented. Quality mainteance provided cash awards, grants and technical assistance to 17 child care facilities to assist them in maintaining high star ratings. Professional development assisted 33 child care professionals with tuition and/or books to obtain college credits in early care and education. Wage$ provides salary supplements to child care professionals to support their desire to increase their education and to remain employed in early care and education. 50 child care professionals received salary supplements. 47 (or 94%) remained in their facility at the end of the fiscal year.
Activity 3
Child care and education affordability - smart start funds were awarded to fund 3 child care subsidy programs: child care subsidy, parent education subsidy, and warren williams cdc. Child care subsidy administered by the dss, assists eligible families financially to obtain high-quality child care. A total of 136 children received subsidized child care in 09/10. Parent education subsidy provides income eligible parents financial assistance for their child care expenses so they can attend community college. 19 parents received financial assistance. 100% reported that the subsidy program had a positive impact on them and their families. Warren williams child development center provides high quality early childhood education as part of a comprehensive family literacy program which included adult education, early childhood education, parent groups, parent and child together time, and home visits. Of the 64 children and families served, 95% showed at least one year of developmental improvements.
