Governance Explanations

Form 990, Part VI, Section B, Line 11B

The Assistant Controller prepares the form 990. Both the Controller and CFO perform a detailed review of the completed return. The return is then reviewed by outside tax counsel for compliance. After this review and prior to filing, a complete copy of the Form 990 is emailed to the Board of Directors. The Board of Directors are asked to review the form and to forward any comments, questions, or concerns to the CFO so that they can be addressed prior to filing the return. The final filed copy of the return is uploaded to a secure web portal where the full board and finance committee members can view the return.

Form 990, Part VI, Section B, Line 12C

The American Board of Pediatrics Foundation follows the conflict of interest policies (COI) of the American Board of Pediatrics. The COI policy covers Board appointees, committee members, officers, and key employees who must review the COI policy annually and disclose any potential conflicts of interest via a signed form. The conflict of interest committee reviews and monitors all conflict of interest issues. Conflicts of appointees and employees attending meetings are disclosed in the meeting agenda materials and those with conflicts do not participate in the voting on any issues where they may have a conflict of interest. The ABP Foundation also maintains a conflict of interest policy covering employees, who are required to disclose any or actual perceived conflicts of interest on an annual basis via signed agreement. These statements are reviewed by staff and elevated to the CEO and COI Committee if needed. Individuals are recused from any decision-making issues where a conflict may exist.

The American Board of Pediatrics Foundation (ABPF) undertakes strategic initiatives on behalf of the American Board of Pediatrics to advance the science, education, study, and practice of pediatrics. These initiatives are intended to support research on contemporary pediatric issues, the dialogue among health care leaders to improve the quality of physician training and pediatric care, and programs that will improve the practice of pediatrics. To achieve its mission, the ABP Foundation collaborates with other healthcare organizations, with the ultimate goal to improve quality of health care during infancy, childhood, adolescence, and the transition into adulthood.

The American Board of Pediatrics Foundation (ABPF) supports the mission of the ABP to ensure excellence in the education of pediatricians and the delivery of pediatric care. The ABP Foundation achieves its goal by pursuing rigorous research, convening collaborators in health care, developing and disseminating collective expertise, and promoting innovation, ultimately fostering the health and well-being of children and families.

Form 990, Part III, Line 4A

Competency-based medical education has been an important strategic priority for ABP for more than a decade. In 2021, the ABP Board of Directors committed to implementing Entrustable Professional Activities (EPAs) as part of certification decision-making in the next seven years. EPAs delineate major professional activities that a pediatrician is expected to be able to perform without supervision at the conclusion of residency training. An important part of preparing for this implementation is continued research on the use of EPAs in general pediatrics training programs. As EPAs are implemented in training programs, one issue that requires resolution is creating a connection between the Milestones that are required to be reported to the Accreditation Council for Graduate Medical Education (ACGME) and the EPAs. To that end, the ABP Foundation developed and funded the Crosswalk Study in November 2021. This study has three distinct components. The first major goal of the Crosswalk Study is to determine the relationship between milestones and EPAs, allowing one to be "cross-walked" to the other, allowing primary assessment and reporting based on one and secondary assessment and reporting based on the other. Specifically, EPAs could be assessed primarily with the ability to crosswalk and 'auto-populate' milestones for secondary use and reporting. Additional goals of the Crosswalk Study include determining generalizable best practices for implementing EPA-based assessment in pediatric residency programs and ensuring that EPA-based assessment adds value to the assessment system for all learners. During the three years of this study, data were collected from more than 4,000 individual residents across more than 60 participating programs. Over 160,000 individual entrustment decisions were collected, including data for all 17 general pediatrics EPAs. In addition to connecting these EPA assessments to ACGME Milestones, these data are being used to ensure the high reliability of decisions being made by training programs, particularly at the time of graduation. The second part of the study, focused on defining best practices, involved interviews with stakeholders from participating programs and manuscripts describing this specific aim have been published. There are multiple additional manuscripts in various stages of publication describing different elements of this project.

Since February 1, 2017, the ABP Foundation has funded Cincinnati Children's Hospital Medical Center to develop the Roadmap Project, aimed at supporting the emotional and mental health needs of patients with chronic illness and their families. Key activities include: (1)Understanding Needs: Systematically identifying emotional and mental health needs of patients and families, (2)Identifying Strategies: Reviewing literature and current initiatives to address these needs, (3) Developing Change Package: Creating strategies for pediatric subspecialists to support emotional and mental health, (4) Providing Metrics: Offering tools to assess and monitor improvement efforts, (5) Facilitating Adoption: Encouraging network initiatives to address emotional support needs, (6) Cross-Network Initiative: Accelerating improvement across networks. Key Achievements for the Roadmap Project are: (a) FY21: Completed a 16-month Learning Collaborative with 11 subspecialty teams, from nine children's hospitals revising the Roadmap Change Package, (b) FY22: Conducted a learning collaborative with cardiology teams caring for infants, children, and adolescents with congenital heart disease, launched Roadmap College, and disseminated resources via a new website, (c) FY23: Revised the Change Package based on feedback, launched the Emotional Health Improvement Collaborative with 17 hospitals, and improved emotional health assessment documentation from 40% to 75%, (d)FY24: Verified the practicality of the Change Package with additional, updated resources. Published two manuscripts on integrating emotional health assessments into pediatric care. : (1) Integrating education for clinical practice change and (2) Integrating Emotional Health Assessments into Pediatric Care: Initial Learnings from an MOC Part 4 Activity. A third manuscript was accepted for publication: Supporting the Well-Being of Children and Youth with Special Health Care Needs. Two additional manuscripts were prepared for submission. Continued Outreach and Engagement Efforts: Monthly newsletters with a 42% open rate, increased website engagement with 3,600 visits, 7588 webpage views and 850 file downloads, expanded Listserv to 862 contacts. Published manuscripts on clinical practice change and emotional health assessments, and prepared additional manuscripts for submission.

CBME Planning and Implementation: The ABPF has focused on competency-based medical education (CBME) as a strategic priority for over a decade. In 2021, both the ABP and ABPF committed to implementing Entrustable Professional Activities (EPAs) as part of certification decision-making in the next seven years. As the ABP partners with the community to implement the five core components of CBME as a framework for both training and certification, engagement with the community on next steps for the future of initial certification is an important priority. In May 2024, ABP sponsored the Future of Certification Summit. Over 90 stakeholders and leaders in assessment, education, and certification attended the Summit. The Summit focused on innovative technologies and methodologies to enhance the assessment of physician knowledge, skills and behaviors as part of ABP's certification process. The Summit was organized into four themes: (1) Assessing noncognitive competencies, including professionalism and communication; (2) Enhancing the assessment of knowledge for certification; (3) Integration CBME into certification; (4) Considering a portfolio-based approach for initial certification. For each theme, three to four speakers gave brief presentations on innovations and advancements in their own certification, assessment, and education programs. Following the presentations on each theme, summit participants were divided into breakout groups for further discussion on the topic. At the conclusion of the summit, information from the meeting was integrated into ongoing Strategic Planning discussions by the leadership and Board of Directors of the ABP, and into the development of the roadmap for CBME implementation for the future. Details regarding the summit are published on ABP's website and a manuscript describing the process and outputs of the meeting are in progress.

The American Board of Pediatrics Foundation (ABPF) recognizes the tax benefit from a tax position only if it is more likely than not the tax position will be sustained on examination by tax authorities based on the technical merits of the position. The ABPF has analyzed its tax positions for filings with the Internal Revenue Service. The ABPF believes that its income tax filing positions will be sustained upon examination and does not anticipate any adjustments that would result in a material adverse effect on the ABPF's financial condition, results of operations, or cash flows. Accordingly, the ABPF has not recorded any tax assets or liabilities, or related accruals for interest and penalties for uncertain tax positions for the years ended October 31, 2024 and 2023.
