Governance Explanations

Form 990, Part VI, Section B, Line 11B

Form 990 is reviewed by the executive director, the executive committee, and the finance committee which are standing committees of the board of directors. After committee review, a copy of the return is sent to members of the board of directors for their review before filing.

Form 990, Part VI, Section B, Line 12C

Each year when the financial audit is conducted, the finance director inquires of all officers, directors, and key employees whether any conflicts of interest have occurred. Additionally, vendor and donor lists are reviewed to ascertain whether unreported conflicts of interest may exist. Potential conflicts are examined to determine whether these violate the organization's policy.

Form 990, Part VI, Section B, Line 15

The organization has a compensation plan which establishes pay ranges for various classes of employees. Annually, compensation for all employees is reviewed by the executive managment team. Raises are generally awarded based on cost of living, but department heads are allowed to spread raises through their departments based on merit, within strict limits. The compensation of the executive director is benchmarked against habitat international compensation surveys and is included in the compensation plan and the annual review. All wage and salary increases are presented in total to the board of directors for approval along with the annual budget. Periodically, the compensation plan is tested against information from a regional service bureau to ensure that wages and salaries are reasonable to the western north carolina region. A report of this test is reviewed by the human resources subcommittee of the board of directors and was last made during the fiscal year ending june 30, 2024. The human resources committee will be evaluating the compensation plan periodically to ensure the wages and salaries are reasonable to the western north carolina region, and to habitat international and other metrics.

The organization will provide, upon written request, copies of its governing documents and policies to any person who requests them. Copies of financial statements and form 990 are kept in the office of the finance director, and are available for examination by any person who wishes to do so. Copies may be obtained through a written request. In addition, the audited financial statements and form 990 are available on the organization at www.ashevillehabitat.org and at www.guidestar.org.

PART IV, LINE 2B:

The organization holds mortgages receivable on the houses sold to homeowner families. Mortgages servicing is performed by covey financial. Escrows for taxes and insurance are also collected by covey financial and are held in a non-interest-bearing deposit account. Taxes and insurance for homeowners are paid as they become due.

PART X, LINE 2:

The organization is tax-exempt under internal revenue code section 501(c)(3) and, as such, is not subject to income taxes on net income from exempt purposes. It is the organization's policy to evaluate all tax positions to identify any that may be considered uncertain. All identified material tax positions are assessed and measured by a "more-likely-than-not" threshold to determine if the tax position is uncertain, and what, if any, effect the uncertain tax position may have on the financial statements. No material uncertain tax positions were identified for tax years 2023 and 2022. Currently, the statute of limitations remains open subsequent to and including tax year 2020; however, no examinations are in process or anticipated.

The organization presently designates income from permanently restricted real property to be invested with the community foundation of wnc. Income is available to be used for building houses. In the future it is anticipated that the real property will be sold. Proceeds from the future sale will also be permanently restricted. Income from the investment of the proceeds will be used to build homes.

CONSTRUCTION AND SALE OF 13 HOMES, PLUS THE SALE OF 3 REPURCHASED/REVITALIZED HOMES, WERE COMPLETED DURING THE FISCAL YEAR ENDING JUNE 30, 2024. MAXIMIZING LAND USE, A COMBINATION OF HOME STYLES WERE BUILT: DETACHED SINGLE FAMILY HOMES, 2-STORY TOWNHOMES, AND SINGLE-LEVEL "AGING-IN-PLACE" HOMES WITH ACCESSIBILITY FEATURES GEARED TOWARD AGING ADULTS (55+) AND PEOPLE WITH DISABILITIES. ALSO DURING THE YEAR, INFRASTRUCTURE DEVELOPMENT IN A NEW COMMUNITY ACCELERATED, SETTING THE STAGE FOR THE NEXT 34 NEW HOMES, INCLUDING THE FIRST 6 TO BE SOLD IN THIS FISCAL YEAR. ADDITIONALLY, AAHH COMPLETED ONE NEW HOME IN AN ADJOINING COUNTY WITH THE SUPPORT OF LOCAL LEADERS AND VOLUNTEERS. A SECOND HOME WILL BE BUILT IN THE SAME COMMUNITY IN FY '25. IN TOTAL, 7 HOMES WERE HEADED BY A SINGLE PARENT, 2 SENIORS PURCHASED AGING-IN-PLACE HOMES, AND 1 VETERAN WAS SERVED. THE PROGRAM SUPPORTED FAMILIES IN THE RANGE OF 40%-80% AMI (AVERAGE MEDIAN INCOME), WITH A YEAR-END AVERAGE OF 58%. VOLUNTEERS DONATED 31,861 HOURS OF THEIR TIME TO THE NEW HOME CONSTRUCTION SITES.THE ORGANIZATION HELPED TO KEEP 54 LOW-INCOME FAMILIES IN THEIR OWN HOMES THROUGH A VARIETY OF REPAIRS: ROOFING, HEATING/COOLING, STRUCTURAL REPAIR, ELECTRICAL, PLUMBING, SIDING, FLOORING AND ACCESSIBILITY. OF THE HOUSEHOLDS SERVED, 81% WERE OLDER ADULTS, 33 WERE HEADED BY WOMEN, 5 WERE VETERANS, 6 WERE DISABLED OWNERS OR HOUSEHOLD MEMBERS, AND 2 CHILDREN WERE SERVED. CANDIDATES MUST BE BELOW 70% OF THE HUD AREA MEDIAN INCOME AND CONTRIBUTE A ONE-TIME PARTNER FEE OF 10% GROSS MONTHLY INCOME. THIS YEAR'S AVERAGE AMI FOR FAMILIES SERVED WAS 39%. SUPPORT FOR THE PROGRAM IS PROVIDED THROUGH GOVERNMENT GRANTS AND PRIVATE DONATIONS. THE ONGOING SUCCESS OF THE PROGRAM IS DUE TO THE HARD WORK OF HABITAT STAFF AND DEDICATED VOLUNTEERS GIVING 4,047 HOURS OF THEIR TIME. A SOURCE OF NET INCOME TO SUPPORT THE MISSION, THE ORGANIZATION RUNS 2 RESTORES, BOTH WITHIN THE SAME COUNTY. PRODUCTS INCLUDE DONATIONS OF GENTLY USED HOME GOODS, FURNITURE, APPLIANCES, BUILDING SUPPLIES, BOOKS, ART, MUSIC, JEWELRY, ELECTRONICS, AND MORE. THE MAIN LOCATION ALSO HOSTS AUCTIONS, OFFERING UNIQUE AND VALUABLE ITEMS. COMBINED REVENUES SAW AN INCREASE OF 3% OVER THE PREVIOUS YEAR. ADDITIONALLY, THE STORES DIVERTED 2,794 TONS OF GOODS FROM THE LOCAL LANDFILL, AND PROVIDED CERTIFIED LIVING WAGE JOBS WITH GENEROUS BENEFITS IN A LOW-WAGE COUNTY. VOLUNTEER OPPORTUNITIES ABOUNDED WITH 26,100 HOURS OF SERVICE IN THE FISCAL YEAR. THE STORES ALSO MADE MONTHLY DONATIONS TOTALING $22,653 TO LOCAL CHARITIES VIA A REGISTER "ROUND-UP" PROGRAM THAT ALLOWS CUSTOMERS TO SUPPLEMENT THEIR PURCHASES WITH ADDITIONAL FUNDS IN SUPPORT OF OTHER NON-PROFITS PROVIDING A VARIETY OF SERVICES TO THE UNDERSERVED COMMUNITY. THE ORGANIZATION WAS FORTUNATE TO BE A RECIPIENT OF 2 MAJOR AWARDS IN FY '22 THAT WILL HAVE A LASTING IMPACT FOR THE NEXT FEW YEARS. THE MACKENZIE SCOTT FOUNDATION PROVIDED A GIFT OF $5 MILLION TO THE AFFILIATE AS PART OF IT'S LARGER GIFT OF $436 MILLION TO HABITAT FOR HUMANITY INTERNATIONAL AND ITS AFFILIATES. THIS IMPACTFUL GIFT WILL BE USED JUDICIOUSLY TO ACCELERATE THE BUILDING OF HOMES, PROVIDE SUPPORT FOR DELAYED INFRASTRUCTURE PROJECTS, AND TO GUARANTEE THE AVAILABILITY OF FUNDS TO PURCHASE BUILDABLE LAND. AFFORDABLE LAND IS IN SHORT SUPPLY IN A MOUNTAIN COMMUNITY THAT IS EXPERIENCING BURGEONING DEVELOPMENT, HIGH HOME PRICES, LOW AVAILABILITY, AND ABOVE-NORTH CAROLINA AVERAGE RENTAL PRICES.
