Mission

Monarch is committed to supporting, educating and empowering people with developmental and intellectual disabilities, mental illness, and substance use disorders to choose and achieve what is important to them. We provide residential, day/employment, behavioral health outpatient therapy and other periodic services, crisis services, and various other community services for people with intellectual/developmental disabilities, mental illness and substance use disorders. Serving children, adults, and families, we focus on independence, growth, and recovery as appropriate.

The 990 is reviewed by the ceo and cfo of monarch, inc., in addition to the finance committee and board of directors, the audit firm completing the form will meet and review the 990 with the ceo, cfo, finance committee and board if requested.

Annually, each board member signs the conflict of interest policy. In addition, each board member is charged with identifying their own (or others if noticed) conflicts of interest throughout the year. Evidence of this is recorded in our board minutes when someone has a conflict of interest and excuses themselves from discussion and voting on the issue.

Form 990, Part VI, Section B, Line 15

The board executive committee shall act as or appoint a compensation committee that has general oversight of the organization's compensation policies and practices for key employees and executives of monarch. Specific duties of the compensation committee include: (1) yearly evaluation of the chief executive of the organization including setting of the ceo's compensation, (2) review and approval of the ceo's recommendations for compensating other executives, and (3) review and approval of policies concerning non-cash or other compensation of executives. Comparable industry data is utilized in the processes described.

Financial Statement Notes

PART X, LINE 2:

The organization has implemented the accounting requirements associated with uncertainty in income taxes using the provisions of financial accounting standards board ("fasb") asc 740, income taxes. Using that guidance, tax positions initially need to be recognized in the financial statements when it is more-likely-than-not the positions will be sustained upon examination by the tax authorities. It also provides guidance for derecognition, classification, interest and penalties, accounting in interim periods, disclosure and transition. As of the end of the current and prior year, the organization had no uncertain tax positions that qualify for either recognition or disclosure in the financial statements and recognized no such interest or penalties.
