Governance Explanations

Form 990, Part VI, Section A, Line 8B

Petconnect rescue does not have any committees with authority to act on behalf of the governing body.

Form 990, Part VI, Section B, Line 11B

The form 990 was prepared by the outside accountants and reviewed by the board before filing with the irs.

Form 990, Part VI, Section B, Line 12C

Petconnect rescue board of directors and employees are annually required to sign a conflict of interest policy statement. Any board member or employee of petconnect rescue who has any direct or indirect interest in, or relationship with, any individual or organization which proposes to enter into any transaction with petconnect rescue gives notice of such to the treasurer, a member of petconnect rescue's board of directors, and recuses him/herself from discussing or voting on the particular transaction(s) in which he/she has an interest, otherwise attempting to exert any influence on petconnect rescue, and/or affecting the board's decision to participate or not participate in such transaction(s). If a potential conflict arises during the course of a meeting and it is not practical for the director to give notice to the treasurer, the board member discloses the potential conflict to the board as soon as practical thereafter and the board decides what action is appropriate.

Form 990, Part VI, Section B, Line 15A

The board of directors' standard practice is to review the executive director's performance and compensation annually. For the fiscal year ending 9/30/18, petconnect rescue did have a change in leadership, and there was no annual review for the exiting executive director, as she had given ample notice and her resignation was shortly after her anniversary date. The board uses survey information about compensation from similar non-profit organizations with similar budgets in determining the executive director's salary. In addition, the board takes into consideration specific skills and qualifications deemed beneficial to the organization that may impact the salary rate.

Form 990, Part VI, Section C, Line 19

The organization makes its governing documents and financial statements available to the public upon request.

IRS990/ProgSrvcAccomActy2Grp/Desc0SENIOR DOG PROGRAM: IN THE FALL OF 2017, PETCONNECT RESCUE LAUNCHED A FORMALIZED SENIOR DOG PROGRAM (DEFINED AS DOGS WHO ARE 7 YEARS AND OLDER), AN EXTENSION OF THE EXISTING ADOPTION PROGRAM YET WITH ITS OWN DISTINCT ASPECTS. THIS WAS ONCE AGAIN MADE POSSIBLE BY THE UNUSUAL GRANT RECEIVED IN AUGUST OF 2017, AND PETCONNECT RESCUE WAS ABLE TO BRING A LONG-TIME DREAM INTO REALITY. BY DOING SO, PETCONNECT RESCUE HAS HELPED AN ANIMAL POPULATION VULNERABLE TO EUTHANASIA, WHO MAY BE AGING YET WOULD OTHERWISE MAKE GREAT PETS, GAIN A SECOND CHANCE FOR A HAPPY AND HEALTHY LIFE WITH AFFECTIONATE AND CARING FAMILIES. FUNDS FROM THE GRANT ALSO ALLOWED THE ORGANIZATION TO MODIFY A PRE-EXISTING STRUCTURE SO THAT IT COULD BE TRANSFORMED INTO A SPACE THAT WOULD PROPERLY ACCOMMODATE AND TEMPORARILY HOUSE SOME OF OUR SENIOR DOGS WHILE IN FOSTER CARE. LAST FISCAL YEAR, PETCONNECT RESCUE SAVED 51 DOGS, WHO MET THE SENIOR CRITERIA, AND 40 WERE ADOPTED OUT TO FOREVER HOMES.

THESE FUNDS ALLOWED PETCONNECT RESCUE TO PROVIDE THE COMMUNITY WITH A NEW FISH AQUARIUM AND ITS ONGOING MAINTENANCE. IRS990/ProgSrvcAccomActyOtherGrp/Desc0LISNER-LOUISE-DICKSON-HURT HOME FOR THE RONNIE & TONI'S PETTING ZOO: VIA THE SAME UNUSUAL GRANT, WHICH WAS RECEIVED IN AUGUST OF 2017, PETCONNECT RESCUE PARTNERED WITH THE LISNER-LOUISE-DICKSON-HURT HOME, A TAX-EXEMPT 501(C)(3) CHARITY THAT PROVIDES HOUSING, HEALTHCARE, REHABILITATION, AND VOLUNTEER PROGRAMS TO SENIORS IN WASHINGTON, DC WITH LOW TO MODEST INCOMES. THE DESIGNATED GRANT FUNDS ENABLED PETCONNECT RESCUE TO PROVIDE A MONTHLY, HOUR-LONG PETTING ZOO VISIT FOR THE PLEASURE OF RESIDENTS AND A LENGTHIER, MORE ELABORATE VERSION DURING A COMMUNITY FUN FEST DAY ONCE PER YEAR. INTERACTION WITH THE PETTING ZOO HELPS TO ENGAGE AND ENRICH THE LIVES OF RESIDENTS WHO LIVE IN THIS SENIOR COMMUNITY.
