Raleigh county community action association, inc (rccaa) empowers individuals and families to reach their highest levels of social and economic self-sufficiency, while identifying and eliminating causes of poverty. Rccaa provides direct anti-poverty services in areas of homeless services, recipient of the projects assistance in transition from homelessness (path), public transportation, and head start services.

All board members were sent a draft of the 990 and given ample time to review the document,ask questions,and make additons and/or corrections prior to the final 990 being filed.

Form 990, Part VI, Section B, Line 12C

Board members are required to sign conflict of interest statements and disclosure forms each year. The conflict of interest policy requires board members to disclose any potential conflicts to the executive director and the board if they arise during the course of business. These disclosures are reviewed annually and submitted to the auditors to ensure that conflicts do not exist.

The board of directors looked at wage comparability data from other non-profit corporations and established the salary of the executive director accordingly. The executive director receives an annual performance evaluation and salary increases, if warranted, are approved by the executive committee of the board of directors. The salaries of other key employees are set by the executive director. Wage comparability data for similar positions in both for profit and non-profit businesses was reviewed when setting salaries annual performance reviews are completed and salary increases are given if warranted.

Financial Statement Notes

PART X, LINE 2:

The raleigh county community action association, inc. Is exempt from income taxes under section 501(c)(3) of the internal revenue code. Accounting principles generally accepted in the united states require management to evaluate tax positions taken by the association and recognize a tax liability (or asset) if the association has taken an uncertain position that more likely than not would not be sustained upon examination by the internal revenue service (irs). Management has analyzed the tax positions taken by the association, and has concluded that as of december 31, 2018, there are no uncertain positions taken or expected to be taken that would require recognition of a liability (or asset) or disclosure in the financial statements. The association is subject to routine audits by taxing jurisdictions, however, there are currently no audits for any tax periods in progress. The associations federal return of organizations exempt from income tax (federal form 990) for 2015, 2016 and 2017 are subject to examination by the irs, generally for three years after they were filed. Distributions. The association's regulatory agreement with hud stipulates, among other things, that the association will not make distributions of assets or income to any of its officers or directors.
