Governance Explanations

Form 990, Part VI, Section B, Line 11B

Form 990 review process the form 990 is prepared by a national tax advisors firm in conjunction with internal management. The form 990 is initially reviewed by the organization's senior management and the finance committee of the board of directors. After changes, if any, are made, the form 990 is then distributed to the entire board of directors for review prior to being filed. The form 990 is filed once it is approved by the board of directors.

Form 990, Part VI, Section B, Line 12C

Conflict of interest policy this policy is part of the organization's by laws and it covers all employees, officers, and directors. Potential conflicts of interest are reviewed at the board level. Monitoring is conducted primarily by the director of finance in his/her capacity of reviewing all expenditures and contractual agreements of the organization. Executives of the organization also watch for conflicts arising in the normal course of business and eliminate them or bring them to the attention of the board. Annually, board directors review their situation and sign an acknowledgement of no conflicts of interest. If a conflict exists, the governing body will work with the involved individual to ascertain all relevant facts concerning the conflict. If applicable, the conflicted individual will excuse himself or herself from voting on such matters.

Form 990, Part VI, Section B, Line 15

Compensation review process compensation of the ceo, executive director, and other officers is determined by the board of directors on an annual basis based on data obtained from various sources, including forms 990 of comparable organizations, and non-profit salary and benefit studies available from industry sources. Both were reviewed in fy25 for fy26 salaries. The compensation committee also reviews and approves the overall compensation recommendation for the next fiscal year prior to its inclusion in the budget, which is approved by the finance committee and the board of directors.

Form 990, Part VI, Section C, Line 19

Documents available to public the organization's financial statements are posted on its website and are also available via postal mail or e-mail upon request. The organization does not make its governing documents or conflict of interest policy public.

Form 990, Part VII, Lines 1-7 (column F) and Form 990, Schedule J,

Part ii, lines 1-5 (column d): estimated amount of other compensation from the organization and related organizations reflects 401(k) company match of 3.5%, and nontaxable medical and dental insurance premiums for those who choose to use it. Form 990, part viii, line 1e: hfot does not normally accept any federal or state grants. In fy25, hfot received a one-time employee retention credit (erc) of $1,338,393, which is classified as a government grant. This grant will not repeat in fy26.

Additional Explanations

FORM 990, PART IX, LINE 2:

Hfot transfers home deeds directly to veterans as part of its mission. Although the veteran pays no mortgage, hfot places a 10 year lien on the home. This protects the veteran from losing the home due to home equity loan foreclosure and safeguards our donors' investments in the program; it also provides a period of time for the family to become more financially stable. Beginning in year six, the veteran accrues 20 percent equity per year until he/she has full equity after 10 years in the home. Of the 423 veterans for whom we have transferred homes, ten have moved out before the end of their lien period, often because of significant changes in family situations. This is reflective of our thorough selection process and follow up once the veterans are in their home. For fy25, the cost of the homes transferred to veterans is reflected as "other assistance to domestic individuals" in part ix, line 2. Homes for our troops, inc. Does not provide cash grants to veterans.

Financial Statement Notes

PART V, LINE 4:

During fiscal year 2025, the organization's board of directors (the "board") established a board designated endowment fund with a cap of $5,000,000 as part of the organization's long-term strategic plan. The organization has adopted an endowment investment and spending policy, approved by the board, for endowment assets that attempt to maximize the return on invested assets while minimizing risk and expenses. This is to be done through prudent investing and planning, as well as through the maintenance of a diversified portfolio. The organization targets a diversified asset allocation that places an emphasis on equity and fixed income investments. The organization bases its contributions to the fund on no more than ten percent of its planned gifts each year. In fiscal year 2025, the organization moved an initial contribution of $300,000 of net assets without donor restrictions to the endowment fund. The organization has elected not to spend endowment funds until the balance reaches $3,000,000 to maximize the earnings in the fund. The board retains discretion to modify or remove this designation.

PART X, LINE 2:

Fin 48 footnote: the organization is recognized as an organization exempt from federal income taxes under section 501(c)(3) of the internal revenue code (the "code") whereby only unrelated business income, as defined by section 512(a)(1) of the code, is subject to federal income tax. During the years ended september 30, 2025 and 2024, there was no significant unrelated business income. In addition, the organization has been determined by the internal revenue service ("irs") not to be a private foundation within the meaning of section 509(a) of the code. The organization recognizes and measures its unrecognized tax positions and assesses the likelihood, based on their technical merit, that tax positions will be sustained upon examination based on the facts, circumstances and information available at the end of each period. The organization has not identified any uncertain tax positions as of september 30, 2025 or 2024. The organization is currently not subject to any audits by its taxing jurisdictions.
