An accounting firm prepares the Form 990, and the Chairman of the Trustees and the President are provided a copy of the Form 990 for review before filing with the IRS.

Form 990, Part VI, Section B, line 12C

The Center's officers and trustees are all subject to the Conflict of Interest Policy. Persons covered by this policy have an affirmative duty to disclose to the Chairman of the Trustees and the President on a form provided annually by the center their interest that could give rise to conflicts of interest. This policy is focused upon material financial interest of, or benefit to such persons. For each interest disclosed, the Chairman will determine whether to take action, assure full disclosure to the trustees, ask the person to recuse themselves from participation in related discussions / decisions or ask the person to resign. The President monitors proposed or ongoing transactions for conflicts of interest and discloses them to the Chairman of the Trustees in order to deal with potential or actual conflicts, whether discovered before or after the transaction has occurred.

Financial Statement Notes

Part X, Line 2:

The Association evaluates uncertainty in income tax positions taken or expected to be taken on a tax return based on a more-likely-than-not recognition standard. If that threshold is met, the tax position is then measured at the largest amount that is greater than 50% likely of being realized upon ultimate settlement and is recognized in the Association's consolidated financial statements. As of December 31, 2024, 2023, and 2022, there are no accruals for uncertain tax positions. If applicable, the Association records interest and penalties as a component of income tax expense. Tax years from 2021 through the current year remain open for examination by tax authorities. Currently, there are no examinations in process.

The Center strives to educate the public about the system that regulates the responsible manufacture, distribution, and sale of alcohol beverages to adults of legal drinking age. Projects include an annual law and policy conference which explores current alcohol laws and challenges and features a wide range of participants such as enforcement officials, legal scholars, and public health advocates as well as all segments and all tiers of the alcohol industry. During the year, the Center hosts alcohol regulation symposiums in the states to expand the educational outreach efforts.

IRS990/ProgSrvcAccomActy2Grp/Desc0The Center works to educate regulators, policy makers, and the public about alcohol, its unique attributes, and the role of alcohol regulation. The Center conducts a national survey to learn about American adults' attitudes on alcohol regulation across the country and facilitates research reports focusing on the historical importance and the current enforcement of state alcohol regulations and federal alcohol laws. Each year, the Center sponsors a national essay contest to foster debate, analysis, and examination of state based alcohol regulation. The Center also continues to print copies of Toward Liquor Control, a book which offers historical perspective of today's regulatory structure of the American alcohol system.

If that threshold is met, the tax position is then measured at the largest amount that is greater than 50% likely of being realized upon ultimate settlement and is recognized in the Association's consolidated financial statements. As of December 31, 2024, 2023, and 2022, there are no accruals for uncertain tax positions. If applicable, the Association records interest and penalties as a component of income tax expense. Tax years from 2021 through the current year remain open for examination by tax authorities. Currently, there are no examinations in process.
